The Edwin O. Reischauer Institute of Japanese Studies at Harvard University will offer four postdoctoral fellowships in Japanese studies to young scholars over a 10- or 12 month period to give them the opportunity to turn their dissertations into publishable manuscripts. Residence in the Cambridge/Boston area and participation in Institute activities are required. Fellows will be expected to give a presentation at the Reischauer Institute Japan Forum lecture series. Fellows receive a stipend of $32,000, health insurance coverage, office space, and access to libraries and resources of Harvard University. The ITOH Scholarship Foundation is a non-profit charitable institute devoted to helping young people pursue academic study that will encourage better understanding between Japan and other countries. Description of Grants
1) Student Scholarship: Award Amounts: University Students Y120,000/mth; Graduate Students Y160,000/mth. Applicants must be enrolled in a high quality university or graduate school program. They must be excellent students, in good health, and be able to prove financial hardship. Application deadline: May 15

2) Japanese language learners Scholarship: Award Amounts: Up to Y1,000,000 per individual, however, larger awards may be made available in special cases. An applicant for this grant Should be: (a) a non-native speaker of Japanese enrolled at a recognized educational institution studying Japanese education and/or related subjects in Japan, wishing to continue Such studies in Japan; (b) an excellent student. 3) Support for individuals doing Japanese research in Japan and abroad:
Amount of award: Up to Y1,250,000 per Project. Larger awards may be made in special cases.

Applicants should be engaged in Japan-related research of outstanding quality at a university or other research facility. Applicants will be requested to submit a form explaining the purpose of the research, a budget proposal, the amount of funding requested, a letter of recommendation from the head of the research facility, and resume of each researcher. 4) Support and/or sponsorship for conferences and seminars
Level of Support: Up to Y2,500,000 per conference or seminar. Larger awards may be made in special cases.

JCIE aims to promote policy dialogue, interaction, and cooperation and to build networks among independent research institutions and other kinds of civil society organizations. Our home page is both a new initiative and an extension of past efforts.

Policy Research and Dialogue and the Global ThinkNet
Since its inception, JCIE has promoted policy-oriented intellectual dialogue with several major countries and regions. The Shimoda Conference series, begun in 1967, is one of the first private-level policy dialogues between the United States and Japan. JCIE organizes several regular dialogue programs, including the Europe-Japan Conference, the ASEAN-Japan Dialogue Program, and the Korea-Japan Intellectual Exchange Conference. JCIE is also Japanese secretariat for the Trilateral Commission and for private bilateral forums created by agreements at bilateralsummit meetings between heads of state, such as the U.K.-Japan 2000 Group, the Japanese-German Dialogue Forum, and the Korea-Japan Forum.

With the uncertain international order after the end of the cold war, growing interdependence, and Japan's economic success and broad interests, JCIE's activities started requiring clearer articulation of Japan's international role. Recent efforts to strengthen policy research and policy dialogue include Japan's International Agenda project, the United States and Japan in Asia Pacific project, and the Japan's Asian Identity project.

Creation of a multipronged policy research and dialogue umbrella project called the Global ThinkNet is an extension of the activities described above. An integral and major element of the Global ThinkNet is the Asia Pacific Agenda Project. Its activities are designed to strengthen Japan's capacity in policy research and policy dialogue and to broaden the global network of independent policy research institutions and researchers and scholars. JCIE's support for the newly created Council for Asia-Europe Cooperation is a part of such efforts.

Development of Civil Societies and Creation of the CivilNet
Since the early 1970s, JCIE has actively conducted projects to advance the cause of the nonprofit sector in Japan and to promote closer cooperation among civil society organizations, such as private philanthropies, nongovernmental organizations, and independent research institutions, under the International Philanthropy Project. As a part of such efforts, the Asian Community Trust was established in 1979.

In more recent years, the global phenomenon of dramatic growth of civil society has presented new opportunities for JCIE's expanded efforts to strengthen Japan's civil society while promoting international cooperation and exchange among civil society organizations. One way in which JCIE stimulates nonprofit sector development in Japan is by participating in joint seminars with representatives of civil society organizations in other countries, such as recent workshops through the U.K.-Japan Voluntary Sector Exchange project. JCIE also cooperates in information-gathering and dissemination activities, such as the Johns Hopkins Comparative Nonprofit Sector Project Study, and facilitates overseas studies by Japanese organizations, such as the NPO Resource Center. Together these projects comprise the first cluster of activities focusing on civil society.

These projects are related to JCIE's recent emphasis on promoting cooperative schemes for the emerging civil society in Asia Pacific, which is the second cluster of activities. JCIE organized a major conference on the nongovernmental underpinnings of the Asia Pacific regional community on the basis of a survey project on civil society organizations in fifteen countries in Asia Pacific.

Promoting international partnership at the grass-roots level is the third cluster of activities to encourage global civil society interactions. In recent years, JCIE has promoted exchange and cooperation among grass-roots organizations through joint projects with the National Council on World Affairs Organizations, survey projects on grass-roots exchange between the United States and Japan, and Women Leaders' Dialogue between the United States and Japan.

These diverse programs will be further advanced with the introduction of the CivilNet, which will facilitate greater interaction between Japanese civil society organizations and their counterparts abroad. Related new activities include JCIE's active engagement in the newly created Asia Pacific Philanthropy Consortium and the Civil Society Monitor (Japan).

Political Exchange
One of JCIE's priority areas is diverse political exchange programs (PEP), including the U.S.-Japan Parliamentary Exchange, the Congressional Staff Exchange, the U.S.-Japan Young Political Leaders Exchange, and the Australia-Japan Political Exchange programs. Though domestic and foreign policy decisions in Japan have been dominated by bureaucrats, the role of politicians in the decision-making process is growing. Moreover, Japan shares with many other democracies new challenges of governance, as the role of political parties, politicians, and civil society is being seriously debated. Under such circumstances, JCIE is launching a multipronged political exchange project that includes comparative studies by scholars and practitioners and joint workshops among politicians not only from the United States and Japan but also from European and Asian countries. This project is expected to be an integral part of the Global ThinkNet and CivilNet projects.

The Japan Foundation Center for Global Partnership (CGP) was established in April 1991 on the premise that solutions to common and transnational issues require the collaborative effort and combined intellect of all citiizens of the world. In recent years, the remarkable changes in the international environment have made it increasingly important for Japan and the United States to make an international contribution through mutual cooperation. The CGP supports projects that engage Japanese and Americans, along with colleagues from around the world, in substantive, collaborative working relationships to address issues of international significance, the shared domestic concerns of industrialized nations, or issues that affect US-Japan relations. CGP mainly focuses its activities on the following three areas.

1. Programs for the Promotion of Intellectual Exchange - Policy proposals are made for the sharing of observations and knowledge between local people and people from other countries in the form of " Policy-Oriented Research Programs " carried out by universities and research organizations, and for the solution of related problems. Also, opportunities are provided for the exchange of experience and opinions among specialists in various field and for contributing to the discovery of new perceptions and perspectives.

It is expected that due to the end of the Cold War and the progress of the borderless international society, various entities other than nations including international organizations, companies, and NGOs will have a pluralistic effect on the order of the international society. Thus, several methods for stabilizing the international order in the future will need to be clarified.

NIRA will make proposals concerning the roles that should be played by the Japanese people and Japan, in order to solve problems which threaten the existence of human beings on a global scale, such as exhaustion of resources and energy, poverty, conflicts, and environmental destruction, and to establish a system which will enable peaceful and sustainable development in the global society towards the twenty-first century. In addition, NIRA will conduct research on desirable international systems which will enable sustainable global economic development in the expanding market economy, and will conduct research, in particular, on the smooth entry into the international system of the developing countries which are rapidly growing economically.

The Foundation encourages research and activity projects to establish peace undertaken in a religious spirit: research on interreligious understanding and cooperation; research on religious approaches to overcoming impediments to peace; research on the relationship of science to religion and ethics; and social activities based on a religious spirit.

The Foundation funds the following types of research:

Independent research: The Foundation carries out its own research every year on a selected topic of social significance both to facilitate its activities in the public interest and to further educate Foundation personnel.

Commissioned research: The Foundation commissions appropriate research institutions to conduct studies on issues of concernto the Foundation. For example, in 1980 the Japan Management Association Research Institute was commissioned to conduct a study of the religious attitudes of top business managers in Japan. Niwano Peace Foundation Peace Research Institute: This research body comprising young scholars and people of religion was set up to study peace-related issues from a religious viewpoint. The institute publishes an annual report, Peace and Religion (in Japanese).

Lectures and Symposia: To heighten religious awareness among the general public, the Foundation sponsors lectures and symposiums throughout Japan by people of religion, writers, and other persons of intellectural stature who are active in society. Since 1981, The Foundation has sponsored symposiums and seminars on such theme as "the life Science and Religion" as a means of considering the relationship between genetic engineering and religion and ethics. The proceedings have been compiled in three volumes titled The Life Science and Religion.

Toyota funds programs related to Southeast Asia--for research and projects on cultural issues by people in Southeast Asian countries, translation projects for the promotion of mutual understanding among people in Japan and Southeast Asia, and Southeast Asian studies by Southeast Asian people. The focal point of the Toyota Foundation's activities outside Japan has been placed on the Southeast Asia region. Specifically, activities are centered on the eight countries of Cambodia, Indonesia, Laos, Malaysia, Myanmar (Burma), the Philippines, Thailand, and Vietnam. In principle, applications are limited to people in these eight countries. (In the case of translation projects, applications are also accepted from Japanese.) The foundation extends support to Southeast Asian people engaged in cultural projects and research, which tend to be neglected in the pursuit of rapid economic development. We also assist the mutual translation and publication of works by Southeast Asian people in the fields of literature and social science. Furthermore, we provide assistance for language training, the invitation of visiting professors, research scholarships, and intraregional joint projects designed to promote Southeast Asian studies in the region.
