(2) I am very delighted to hear that you elevated your scope for creating a GUS to include all the states (Edo, Delta, Rivers, Cross River, Akwa Ibom, Bayelsa, Imo, Abia, Ondo) in Niger Delta region from only for the Cross River State (CRS), since inclusiveness is much desired by the nature of our GUS activities.

(3) I am also happy to know that the first phase of Internet accessibility has been accomplished in most areas in the Delta region, albeit via narrow-band, I suspect.

Now you would have to strive for the deployment of the second phase with appropriate contents for local need in the eGovernment/eHealth/eEducation/eLearning fields, preferably through broadband Statewide Wimax Network, as you mentioned in your August 3rd msg (ATTACHMENT I of the list distribution in the Item (1) above) -- see also the following references;

The mtg was concluded that I should draft a Memorandum of Understanding (MOU) (as similar to the one among University of Tampere, Finland, TOBB Economic and Technology University (ETU) in Ankara, Turkey and Global University System at the University of Tampere <http://tinyurl.com/yr7qbk>), which is to be signed by Imo State University, Polytechnic Institute of New York University and Global University System.

For this purpose, TOBB/ETU invited Prof. and Mrs. Tapio Varis, Dr. and Mrs. Tak Utsumi and Prof. Heikki Hallantie of Helsinki University of Technology for a few days seminar and a day excursion to Cappadocia, a very scenic tourist attraction;

Even after this, it took a year to consummate the signing of the MOU at the occasion of ÒCultural BridgeÓ event held at the University of Tampere on November 9th, 2007;

(6) As this shows, no one would sign such document unless they confirm each other by eye-to-eye contact with fact-finding trip.

Subsequently, it would be greatly appreciated by the people of Imo State, if Peter and Walter would be able to raise fund for the fact-finding and assessment trip, as the first step toward the consummation of such a MOU at the following workshop, say, in 2009 which Walter proposed.

Therefore, when Peter will be in Nigeria, pls Peter and Walter try to contact/visit the people of Imo mentioned above.

NDDC is Niger Delta Development Commission, covering nine states from the South-South, South-East, and South West of Nigeria (Six S_S, Two S_E, and One S_W).

 I was initially thinking of GUS Rivers, but thought that for so many reasons, GUS Niger Delta (Edo, Delta, Rivers, Cross River, Akwa Ibom, Bayelsa, Imo, Abia, Ondo) will be more appropriate from a PPP (Public Private Partnership) point of view. The Federal Government is highly desirous of lasting peace in the Niger Delta region; NDDC has the mandate to develop the region; the Universities yearn for high bandwidth, albeit to consumate the benefits of the GUS initiative. PTDF (Petroleum Tech Dev Fund), ETF (Education Tax Fund) and Universal Service Provision Fund (USF_National Communication Commission) have all deployed large ICT Resources/Internet Access Centres nationwide, in Universities, Colleges and Schools. NDDC has a network of over 200 ICT Contract Training centres in the Niger Delta Region. Consequently, a Niger delta-wide Wireless Network/Internet Infra is not only very welcome, but inevitable for the promotion of various initiatives to bring about accelerated development and guarantee peace in the region.
 
I will like to suggest that while I am in Nigeria, we hold a meeting with Ollor and CRS to explore the best way forward to harness all the potential stakeholders and Funding sources so that we can enjoy synergic benefits.

Peter,
I do not know when you plan to be in Nigeria and at this point in time, Tak has not confirmed his itinerary for Nigeria.On my part,I am presently on vacation in USA and will not be back to Nigeria till end of August.So a meeting b4 September is out of plan for me.
However, my team has made some progress on this initiative.Last may, we held a workshop in Warri, Delta State on the theme Energy Investment and Sustainable National Development.It was well received and I am delighted to read that the issues of that workshop resonate In Algore's speech of July circulated by Tak recently.One of the highlights of our May Workshop was the organisation of a National Consortium for  Energy Research and Development(NCERD) to promote the accelerated use of renewable energy for national development.I was elected the National  Chair and the Secretariat is hosted by my University.
It will advance GUS initiative if Tak informs me early when his planned trip to Nigeria takes place so he can meet some of the NCERD members.
