(2) I am very happy to hear of your strenuous effort to search funding sources in Nigeria and Korea for creating GUS/Nigeria, which activities are now being headed by Walter.

I am also particularly happy to know of your strong willingness to work on the organization of the planning workshop in next May.

I. Broadband Internet to Niger Delta Region:

(3) Pls investigate if there is any broadband Internet in Niger Delta Region.

I understand that SAT3 submarine cable lands at Lagos, Nigeria, -- and I also read somewhere that it has been extended to Abuja via a terrestrial coaxial cable.  Does it go to Niger Delta Region, too?  If so, what is the speed of its trunk line?  Pls confirm this.

You and Walter may arrange with Polytechnic Institute of NYU to get a fund from the US National Science Foundation (NSF) to deploy the broadband Internet at 10 Gbps — see;

One of our e-colleagues has been working to connect Kofi Annan Center at the Advanced Information Technology Institute (AITI) in Ghana (which was created with the fund from Indian government) with Bowie State University, a famous black university, in Maryland with this NSF fund.

If you can solicit Korean government fund, it would match with this venture at the Kofi Annan Center with Indian government fund.

I may then work to get the Japanese government fund later — BTW, it recently relaxed their restriction to provide fund to the corruption prone Nigerian government.


This effort could be the prelude to the FiberAfrica with 2 Tera bps optical fiber lines along with the super-highway which is to be constructed with US$4 billion of the Japanese government — mentioned in our previous list distributions in the past few months.  Such broadband Internet will absolutely be necessary for your GCEPG/GSEEED project.

Dear Walter:

(4) In Reference (b) above, I said that our GCEPG/GSEEED project is to test and assess the viability of the bold proposition made by Former Vice President Al Gore, which is to replace the oil imported from Nigeria for generating electricity with renewable ones, -- which in turn may cause your Nigeria to encounter with severe trouble of lessening oil revenue.

I then asked you to prepare economists and environmentalists who can construct socio-economic-energy-environmental simulation models of Niger Delta Region and then Nigeria as a whole.  These activities would subsequently produce comprehensive policy analysis and assessment of those region and nation.  For this end, the following document may be of some guidance to start with;

Special greetings.
 
I have been silent about our progress with GUS/Nigeria for some cogent reasons. I earlier made some efforts to promote the idea with the Special Assistant to the Minister of Special Duties in the Presidency. The challenge is that there has been some relative uncertainty about who is in charge of the Niger delta Development Programs (NDDC or the new Ministry?). We currently await the outcome of Mr. President's Cabinet Reshuffle.
 
I will be at United Nations University (UNU_IIST), Macau for a two-month Research Fellowship from December 29, 2008 to February 27, 2009.
I want to be actively involved in planning the GUS/Nigera 2009 Summit as I have some good suggestions about the relevant Stakeholders at the Federal and State levels who can impact tremendously on the GUS/Nigeria Project. I may also use the opportunity to promote the Public Social Private Partnership (PSPP ) Model as a strategic way forward for
consumating the GUS/Nigeria Project.
 
It will also be an opportunity to attract Korean participation by way of involving their Internet Access Center Project (one already in Abuja) with the GUS initiative.

THANK YOU LARRY FOR FORWARDING THIS TO ME. I received Tak's post re Nigeria recently as well.

Takeshi Utsumi is a very advanced colleague with whom I have worked for many years. I introduced Eduardo De Mulder to him and other colleagues the last time Eduardo was in New York in March 2008.

The very important Big Picture/Big Connectivity work that Takeshi and his UNESCO collaborating Global University System for Peace/GLOSAS is doing is part of why I would like to see Dan Molina come to New York to confer with some of our New York based International team, and hopefully Ralph and Larry and Eduardo again for follow up as well.

I would hope that we would be following the same co-operative joint venture Alliance approaches to evolving the IYPE Brand/Enterprise that have made it so successful to date.

Deeply embedded in the GUS Systemic design, which we discussed with Eduardo, is computer simulations on a global systems scale for disaster early warning/preparedness and recovery.

The information that we so clearly see and hear portrayed in the footage that Dan shot in Tanzania of the recent Earthquake activity there is just such an example of the many many analogous activities ongoing in Earth Change and Natural and Man made disaster monitoring and evaluation and planning strategies  that need, in my opinion to be part of our IYPE current and future planning.

The development of the basic digital strategies and bridging infrastructure for member countries is a pivotal mandate in the digital bridging for Sustainable Development that has been the focus of our team's "Education, Financing and Training for Sustainable Development " initiatives for many years.

The "Resilient Communities" Initiative that we are in the process of designing and drafting proposals and budgeting for is the next round that I see to advance IYPE into a network that integrates a Mayors/City Council Network/e-Training System for both urban and rural communities for education, training, and Earth Science based planning and Disaster Preparedness..
