Dear Muriel:
(1)
Many thanks for your msg (ATTACHMENT
I below).
(2) I am awfully sorry to say that I donÕt have a press pass, so that I cannot
attend the very interesting mtg of the Global Clinton
Initiative (GCI).
(3) When you attend it, you may approach to Mr. Michael R. Bloomberg, mayor,
City of New York and Mr. Eduardo Paes, mayor, Rio de
Janeiro, Federative Republic of Brazil for applying the GEWS (Reference (a)
above) to their city governments.
(4) Rio de Janeiro established a mission control center with US$ 14 million by
IBMÕs help (References (b) and (c) above), which has been criticized as
ÒreactiveÓ rather than Òproactive.Ó
On the other hand, New York City is now start doing the ÒproactiveÓ approach
with the use of simulation models made by the New York University (References
(d) and (e) above).
Ideally, both approach would better be merged
together, so that the simulator/trainer with real-time data can be developed
for the sake of bureaucrats and future leaders, as we advocate with our
GEWS/GUS projects (Reference (a) above.)
(5) Wishing you a very good luck for your attending the mtg,
Best, Tak
