(ATTACHMENT I below) in response to the Reference (a) above.
My sincere thanks also for the very valuable document
(Reference (b) above). I have read it (total 105 pages) with great
interest.
Obviously,
this is much, much better and enhanced than the Reference (c), which was given
to me by the Late Prof. G. O. Ajayi, then the
Director General of National Information Technology Development Agency (NITDA).
Dear E-Colleagues:
(2) I strongly suggest you to read this (Reference (b) above) thoroughly since
this is an excellent guidebook on the deployment of broadband Internet in the
inland country.
For example, I was extremely surprised to read that the cost for procurement of
Right-Of-Way (ROW) for laying fiber optical cable is as high as 50% to 70% of
the total cost of deploying the cable (Page 52 of the Reference (b) above).
BTW, the
World Bank figure says that the cost of digging road to lay the cable is almost
43% of the total cost.
This was the reason why I have been advocating that the deployment of the fiber
cable should be made along the construction of transportation highway
connecting sub-Sahara countries with the US$4 billion pledged by the Japanese
government at the TICAD-IV in Yokohama n 2008.
BTW, the
Japanese government pledged additional US$6.5 billion for the highway
construction at the TICAD-V a few weeks ago — Besides this, the total
pledged is US$32 billion for Africa development (References (e) and (f) above).
Dear WS and Herve:
(3) The broadband Internet is the very basic infrastructure of our modern
society.
Hence, you may consider to revise your Nigerian socio-economic simulation model
(Reference (g) above) in reference to the Nigeria's
National Broadband Plan 2013 – 2018 of the Reference (b) above.
The Presidential Committee which produced this excellent document may please to
have your long-range national policy settings — of course, with graphical
presentations of various policy settings in various sectors of education,
healthcare, agriculture, commerce, transportation, etc., etc,
as showing the future of knowledge society in Nigeria.
Dear Chris:
(4) Just laying broadband Internet is a job for the so-called plumberÕs —
for laying very expensive pipe lines — including
ROW mentioned above.
As this document pointed out, there ought to have a way to have high
Return-On-Investment (ROI) for such expensive investment.
To have such a high ROI, as this document also pointed out, there ought to have
activities on digital literacy promotion, e-learning, e-healthcare,
e-governance, etc., etc., which directions I also mentioned to you in the
Reference (d) above.
I would be very delighted to rekindle this directions
with you.

(5) We visited the following higher educational institutions in Nigeria during
our facts-finding trip with you, which Late Prof. Ajayi
kindly arranged during our stay in Nigeria in the summer of 2004;

You may rekindle our contact with them, as the document points out, all level
of government, e.g., federal, state and local, need to be ready for the
deployment of the broadband Internet. Our Global Early Warning System
(GEWS) approach with system dynamics simulation models would help them.

In Figure 1 above, the word ÒUniversityÓ has a connotation of Òuniverse.Ó
Hence, the university in remote/rural areas of developing countries ought
to act as the knowledge center of their community for the eradication of
poverty and isolation through the use of advanced Information and Communication
Technologies (ICTs).
The university has to provide not only e-learning and e-healthcare services to
their community, but also to lead their community development.
It also ought to be the gateway for globally collaborative research and
development (*) as fostering the Global Creative Economy in the borderless
Knowledge Society of the 21st century.
(*) as our Global Early Warning System (GEWS) project.
