Mr Director-General,

On behalf of the Finnish National Commission for UNESCO, I take pleasure in submitting to you a proposal by the University of Tampere concerning the establishment of UNESCO Chair on "Global E-learning with applications to multiple domains" within the framework of the UNITWIN/UNESCO Chairs programme.

In line with the Guidelines for the Submission of Project Proposals, the enclosed project proposal has been distributed to and discussed by the Finnish National Commission for UNESCO, which met on 13 September 2001. I am pleased to inform you that the National Commission gives its full support to the project proposal.

I enclose the application of the University of Tampere with a letter from the Rector, Professor Jorma Sipila as well as the CV of the proposed Chair holder, Professor Tapio Varis.

We look forward to the technical evaluation by the Secretariat of UNESCO and to a formal approval of the proposal.

Dear Sir,

It is my great pleasure to propose you the establishment of a UNESCO Chair on "Global E-learning with applications to multiple domains" within the framework of the UNITWIN/UNESCO Chairs programme to the University of Tampere in Finland. Please find enclosed the formal application, the statement of the Finnish National Commission of UNESCO, and the c.v. of the proposed Chair holder, Professor Tapio Varis.

Professor Varis who has been UNESCO Chair already in Barcelona and participated in the programme also in Madrid, Mexico City and Bogota, has prepared the proposal with the representatives of the Open University in the U.K. and the Global University System (GIS -- This should be GUS -- noted by T. Utsumi, 10/4/01) with whom the Chair will cooperate, and they have also discussed proposal with Mr. Seddoh and Mr. Beridze in UNESCO. He is available for further discussions if necessary.
