1.Introduction
The Japanese 'Government offers a financial assistance program for development projects designed to meet the diverse needs of developing countries. Known as "Grant Assistance for Grassroots Projects (GGP),* this scheme supports projects proposed by various bodies such as non - governmental organizations (NGOs) and local government authorities. The GGP program has acquired an excellent reputation because it provides flexible and timely support to development projects at the grassroots level.
The AGRP Programme was first introduced by the Government of Japan in 1989 as the Small Scale Grant Assistance Programme. The objective of the Programme is to assist NGOs by covering cost of the relatively small projects which find it difficult to obtain effective assistance under the General Grant Aid Programme. Since this program's start in Pakistan, 78 projects of Pakistani NGOs have received funding for their development projects.
2.Criteria
Every application is to be examined and evaluated on project by project basis, and, therefore, some of the projects may not be approved though they meet the following criteria.
(1)Eligible Applicant
An Application must be made by non - Profit making organizations. No individuals can apply. Such non profit-making organizations in this programme include: NGOs, Community-based Organizations (CBOs), Primary and secondary Schools, Hospitals, Clinics and Local Governments, etc. The applicant has to have a specific project which requires new or additional facilities, equipment and/or materials; the Embassy does not assist with ordinary project running costs (refer the Section (3) (d) for more details.)
(2)Maximum Available Fund
The Embassy Strongly wishes to distribute the funds to as many good projects as possible from the limited annual budget, each project normally receives a funding of 4 million Japanese yen (approximately Rs. 1.7 million) or less. Only if there are special understandable reasons, however, the Embassy may exceptionally consider to extend a grant of more than 4 million yen. It must be reminded that the Embassy seldom accepts such special reasons.
(3)Preferable Projects
The following are considered to be "Preferable Projects"
(a)First Priority
(i)Primary Education (Class I to Class 5)
Classrooms, Desks and Chairs, Teaching Materials, Audio Visual Equipment,
etc.
(ii)Basic Job Training
Training Centres, Basic skill training equipment
(for vocational training), Agriculture training equipment, etc.
(iii)School Teacher Training and Upliftment
Training Facilities and equipment, etc.
(iv)Primary Health Care : Clinics, Health, Centres, Basic medical equipment,
Medicines, Mobile Clinics, etc.
(v)Public Welfare
Facilities and equipment for the handicapped and orphanages, drinking water
supply.
(vi)Environment
(b)Second Priority
(i)Population and AIDS (medical facilities for institutions)
(ii)Adult Education
Literacy training, Basic education, etc.
*(iii)Secondary Education (Class 6 and higher)
*(iv)Infrastructure: e.g. Water Supply, Sanitation, Road, Electricity (mini-hydel,
solar energy projects), Irrigation, Boreholes
*Due to extremely large number of response to the projection the First Priority
category, the Embassy is now limiting the number of assistance in these
projects.
(c)Negative Projects
The Embassy does not accept applications for the following projects:
High-technology training (expect under certain conditions), Cultural and sports
events or projects, University education (except outreach projects), Private
factory/farm, Community halls, Religious activities, Pre-schools, Research
projects, Legal advice, Play grounds, Parks, and Business-Oriented projects
(e.g. Sheep and Poultry farms, Bakery, Small-scale Businesses)
(d)Other conditions
(i)Quotations from three different suppliers must accompany the Application
(ii)Even the project proposed is in line with the above criteria, the Embassy does not
provide assistance for the followings:
Salaries and compensations, Bursaries, Travel and conference
allowances, Running costs for rent, telephone/electricity costs, fuel,
transport, office equipment, Computers and most of other consumer
goods.
(iii)The Application is meant to be considered in only one Japanese fiscal year (1st
April to 31st March). In case, the project is not identified for ARGP during that
fiscal year, the Embassy is not obliged to communicate this to the Applicant nor
will it entertain any correspondence in this respect.
