(2) Although I have not made any firm contract with the publisher
yet,
the mission of the book will be to promote the application
of
computer, information and telecom technologies for global
electronic
distance education and global healthcare and telemedicine,
particularly for those people who are in under-served rural/remote
areas/regions of less developed countries.
(3) Intended audience of this book will be graduate students,
scholars,
educators, researchers and industrial professionals, healthcare
specialists, policy decision makers in the targeted fields.
This book is not textbook, but could be a reference book.
(4) Those people listed below:
I would like to respectfully inquire your contribution of a paper.
Pls forgive my blunt invitation -- I should inquire
you with
individual msg, but I don't have enough time to do so.
Since nothing have been firmly set yet, I just wish to
hear from you
on the following, if affirmative;
1. a brief summary of your intended paper and its title
(both
tentative) in a half page or so -- see examples for CATARINA
and
THRESHOLD 21 below, -- though this is not absolutely
necessary
for publisher at this stage, but will help our fund raising
for
this project,
2. if you are not in our listserve member, I will admit you,
3. pls send me a half page narrative brief bio -- see
ATTACHMENT III
for examples.

Should you wish to contribute your paper, pls let me know.
(6) ATTACHMENT I is the list of titles of each section for
your easy
glance to view the overall scheme of the book.
ATTACHMENT II is the list of each section with those
people I wish
to have a paper contribution.
(7) Rough estimate of procedures are;
1. PHASE I (3 months)
Each author will produce 2 to 5 page summary which
will be
compiled to become a hard copy book.
Since the main part of your paper will be in CD-ROM
(and later
in web site), this summary should be without figures,
graphics, or tables, unless absolutely necessary.
This book is for those people who don't have
a machine, and
wish to glance through the whole materials.
2. PHASE II (4 months) (when funds will be available)
Each author will produce 10 to 20 page write-up, and
supply it
with multimedia (graphics in color, audio, video, etc.)
materials. This will be compiled into a CD-ROM, together
with
the previous summary.
I expect a couple of CD-ROMs -- so that cross-linking
is
awkward -- which will be done when we convert this
CD-ROMs
into web in our next phase project.
This CD-ROM version is for those people who
have their
machine with CD-ROM reader, but don't have high-speed
Internet accessibility.
3. PHASE III (6 months) (when funds will be available)
Conversion of CD-ROM to web site, for virtual book
with
GLOSAS/Knowledgebase (which I mentioned elsewhere before).
The virtual book is the extension of FORUM computer-mediated
multimedia conferencing system (CMMCS) (which has
been
developed by Bill Klemm, one of our electroinc colleagues).
Each chapter/section will have author moderator.
You can read
and jot down your comments and annotations which can
be read
(or not) by other readers. You can add your audio/video
and
hyperlink to other web sites. The author moderators
will
periodically update his/her chapter/section, and summarize
all
comments, say, once a year or two, which can become
a new
revised book and CD-ROMs.
If you have your own web site, we can hyperlink
our web to
yours, so that you can maintain your copyright and
flexibility
of updating them -- in a sense, distributed approach
with
global neural computer network, as each web site being
a
neuron of a global brain, as I mentioned elsewhere
before.
This virtual book is for those people who have
high-speed
Internet accessibility.
(8) All of you:
1. Because of limited pages in the hard copy book version,
pls let
me decide the selection of papers submitted and their
order in
the book.
2. As following the production of the proceedings for
conventional
face-to-face conference, you will need to send me (of
GLOSAS/USA)
a signed copyright transfer sheet, i.e., GLOSAS/USA will
have the
copyright for all submitted materials. (Of course, as
the author
of the paper/materials, you will have the right to use
your
paper/materials anywhere else.)
(9) Thanks to Andrew's kind offer, we can have this exciting
project to
kick off our GLOSAS/KNOWLEDGEBASE project.
I would appreciate to have volunteer helpers for this
project, for
editing of text materials, editing of video tapes and clippings,
and
editing and production of CD-ROM version, and later for
virtual
book. Pls let me know if you can help me on this project.
I would also appreciate to receive your questions, comments
and
suggestions.

1. CATARINA
A powerful and innovative educational resource which
couples
scientific rigor with the attractiveness of video games
by
permitting students to navigate easily through course
lessons by
means of videos, texts, graphics, audio and animation.

includes three dimensional display of electron spinning

molecules association/dissociation. The software also
allows
students to interact with the experience or demonstration

presented -- an "experiential learning" in
a virtual laboratory
where students can observe changes frame-by-frame at

rate or velocity and even "rewind" the animated

repeat them. Projected mainly for the teaching of the

H. Sustainable National Development Simulation Model
1. Description of Threshold 21
"Threshold 21" is a systems dynamics simulation
modeling program
for policy analysis of national sustainable development
with
environmental protection. It is a user-friendly PC-based
model
that enables decision-makers to assess the long-term
(50 - 100
years) effects of alternative investment, tax, subsidy,
other
relative price factors on national development indicators.
Social, economic, and environmental implications are
analyzed
endogenously. It includes sectors for demography, health

Takeshi Utsumi, Ph.D., P.E., is Chairman of GLObal Systems
Analysis and
Simulation Association in the U.S.A. (GLOSAS/USA) and President
of Global
(electronic) University (GU/USA) system (a divisional activity
of
GLOSAS/USA). He is the organizer of Global Peace Gaming and the
1994
Laureate of Lord Perry Award for the Excellence in Distance Education.
His public services were; Political work for deregulation of
global
telecommunications and the use of e-mail through ARPANET, Telenet
and
Internet, helping extend American university courses to Third
World and
the conduct of innovative distance teaching trials with "Global
Lecture
Hall (GLH)" multipoint-to-multipoint multimedia interactive
videoconferences using hybrid technologies; Lectures, consultation,
and
research in process control, management science, systems science
and
engineering at the University of Michigan, the University of Pennsylvania,
M.I.T. and many universities in Japan and other countries, governmental
agencies, and large firms.
Among his over 150 related scientific papers and books are
many
presentations, for example, to the Summer Computer Simulation
Conferences
(which he created and named) of the Society for Computer Simulation
International. He is a member of various scientific and professional
groups, such as Chemists Club (New York, NY); Columbia University
Seminar
on Computer, Man and Society (New York, NY); Fulbright Association
(Washington, D.C.); International Center for Integrative Studies
(ICIS)
(New York, NY); Society of Satellite Professionals International

simulation and optimization of petrochemical and refinery processes

at Mitsubishi Research Institute, Tokyo; Stone & Webster Engineering
Corp., Boston; Mobil Oil Corporation and Shell Chemical Company,

Asahi Chemical Industry, Inc., Tokyo.
Dr. W. R. Klemm, has had 35 years of research and teaching
experience
at three universities: Notre Dame, Iowa State, and Texas A&M.
Dr. Klemm
is an active scientist, with special experience in neuroscience.
Klemm
has received the highest research award at Texas A&M and another
outstanding achievement award in research from the Texas A&M
chapter of
Sigma Xi. He also received the "Science Communicator Award"
from the A&M
chapter of Sigma Xi. He has served on the Editorial Boards of
five
scientific journals (2 currently), has had over 330 publications,
including 5 books. He has presented several papers and workshops
on
collaborative learning in medical education and has been appointed
to the
Board of Directors of the Telemedicine Training Institute administered
out
of Oklahoma State U.
Roger Boston is currently with the faculty of the Houston
Community
College System and holds the joint titles of ROCKWELL CHAIR and
CONSULTANT
for CREATIVITY, an innovation supported by the Rockwell Foundation
since
1985.
A transplant from private industry more than a decade ago where
he was
involved as an information systems manager, he has built a national
reputation in distance learning since helping his organization
to go
"online" with their credit courses. He is a member
of the PBS Going the
Distance Advisory Group, the State of Texas Distance Learning
Master
planning group, and instrumental in the restructuring efforts
now ongoing
within the Houston Community College System to deliver distance
courses
more effectively. He has worked with more than four dozen organizations
coast to coast to help them in their efforts to implement electronic
and
multimedia instructional delivery systems and is a frequent presenter
at
gatherings of the ITC and other groups interested in Distance
Learning.
He is pioneering in the use of low-bandwidth collaborative tools
for
instruction delivery across the internet and often teaches his
classes
from remote areas to test the technology. He is active in the
CAADE
(Consortium for Affordable and Accessible Distance Education)
and assists
that group in its efforts to deliver instruction worldwide via
internet
and via lower-bandwidth POTS connections accessed via INMARSAT.
He was the 1995 recipient of the ACCT Western Region Faculty
Award, and
his former students have built up a scholarship fund in his name
of more
than sixty thousand dollars, going to deserving students electing
a career
in computers and information technology.
