CALL FOR PARTICIPATION
THIRD DEMONSTRATION AND DISCUSSION MEETING ON
"TOWARD GLOBAL ELECTRONIC DISTANCE EDUCATION"
at

PURPOSE:
To organize the Consortium for Affordable and Accessible Distance Education (CAADE) of The Global University in the U.S.A. (GU/USA) (A Divisional Activity of GLOSAS/USA in the U.S.A.).
This meeting is being held
- to present the activities of GLOSAS/GU/CAADE and "Global Lecture Hall (GLH)" to the delegates of Finnish higher education institutions for their forming a Global University/Finland system;
- to prepare demonstration video tapes for the GLH/Hungary in August 1996;
- to formulate plans, teams and fund-raising strategies for the following GLOSAS/CAADE projects:
GLOSAS/ROSTER Project --
To develop World Wide Web home pages of GLOSAS/CAADE projects that will
later provide links to databases of course offerings. The GLOSAS/ROSTER
multimedia database will include pertinent information on prominent
colleagues among our more than 1,500 listserve members around the world and
about their course offerings to less developed countries via inexpensive
multimedia telecommunications networks across national boundaries.
CAADE delivery technologies --
To test/demonstrate the uses of ShareVision via INMARSAT, FORUM,
KarlNet, BeingThere, CU-SeeMe and other telecommunications packages.
CAADE/High School Teacher Training Program (HSTTP) in US urban/rural areas --
To test/apply CAADE delivery technologies for Science, Mathematics,
Engineering and Technology (SMET) teacher training provided to high schools
in the U.S.
"Global Lecture Hall (GLH)"(TM) videoconference for the Hungarian Fulbright Commission in August 1996 --
To demonstrate CAADE delivery technologies for worldwide audiences in
cooperation with colleagues in Brazil and the UNESCO/Paris office, among
others.
Helsini conference --
To formulate plans, teams and fund-raising strategies for testing/applying CAADE delivery technologies in less developed countries with
pilot projects, and to institutionalize the Global University system.
This meeting will also describe CAADE activities and demonstrate its
proposed technologies. CAADE emphasizes the use of Internet.
WHO SHOULD ATTEND
This strategy setting meeting should be attended by U.S. government officials,
diplomats, representatives of funding sources, decision makers for distance
education and its practitioners of for-profit and not-for-profit organizations and others interested in furthering global distance education.

- Discussion of GLOSAS/ROSTER project (Chaired by T. Utsumi and Dr. Narvsky);
- August 1996 GLH for Hungarian Fulbright Commission (Chaired by T. Utsumi);

- Presentations of GLOSAS, GU, GLH and CAADE projects by T. Utsumi of GLOSAS/USA, with a video show of previous GLHs;
- Presentation of "Virtual St. Petersburg," "Jump Into The Depth of Hydrodynamics," the educational telecommunication project, "Virtual City," and the alpha version of the GLOSAS/ROSTER Project on CD-ROM and WWW by Dr. Andrey S. Narvsky of St. Petersburg University of Ocean Technology;
- Demonstration of BeingThere desktop videoconferencing via Internet, ISDN and POTS, by Mr. Cartwright Reed of Intelligence at Large, Inc.;
- Demonstration of Telemedicine -- a combined use of ShareVision for high resolution images, CardioPhone for cardiogram transmission and Telestethoscope for audio transmission of heart and lung sounds -- via POTS, by Mr. Yoshihisa Asano of Noguchi Medical Research Institute and Dr. Khalid Moidu of Norwalk Hospital, Yale University School of Medicine;
- Tour of the University City Science Center by Dr. Louis Padulo;
- Video tape show of past GLHs by T. Utsumi (after dinner).
2nd Day, April 20:

- Presentation on the Discovery Center at the College of Staten Island by Dr. Leonard Ciaccio;
- Demonstration of ShareVision via POTS by Mr. Jim Miller of SYNECTICS;
- FORUM slide show by Dr. Bill Klemm of Texas A&M University;
- Presentation of city planning and clean energy programs on CD-ROM (e.g., "Greening of the White House," "Renewable Energy Technology Exhibit" and "Sun's Joules") for promoting citizen awareness and participation in community planning and development;
- Presentation of Sarajevo reconstruction planning project.

- Fund raising strategy for the Helsinki conference, where international colleagues will concentrate on the institutionalizing of the Global University system, formulation of coursewares, transferring of credits, accreditation, etc. (Chaired by T. Utsumi and Dr. Tapio Varis of University of Helsinki);
- Issues of global electronic distance education (Chaired by T. Utsumi and Dr. Tapio Varis of University of Helsinki);
- Discussion of plans, team formulations, and grant applications for GLOSAS/ROSTER and CAADE delivery technologies (Chaired by T. Utsumi);
- Other issues and closing (Chaired by T. Utsumi).

We anticipate three to four dozen attendees (room capacity: 35 to 50) for intensive discussions. Please send your registration form to the University City Science Center at your earliest convenience as registrations will be taken on a first come first served basis. The deadline for registration is April 10, 1996. No cancellations will be accepted after registration, but substitute attendees will be accepted.
