Dear Ms. Wilson and Mr. Kantchev:

(1) I am writing this at the kind introduction of Renato Cortinovis
(ATTACHMENT I).

(2) I have been invited to attend the International Consultation on
TeleHealth and Telemedicine conference (12-14 January, 2000) at the WHO
by Dr. Salah Mandil.

I also plan to visit Dr. Antonio Pinto-Rodrigues of UNIDO and the people
of the UN/Office of Outerspace Affairs who organized a space conference
last July in Vienna, on 17-18 January, 2000.

Their conclusion is similar to our proposed Global Service Trust Fund
(GSTF) which establishment will be brainstormed during the Founder's
conference at the [Sir Arthur] Clark Institute for Telecommunications
and Information (CITI) in Washington, D.C. on 5 February, 2000. We
propose that the GSTF is to be established under the auspices of several
international organizations, e.g., the WHO, ITU, UNESCO, ILO, World
Bank, etc., to cover the huge costs of global broadband Internet
satellite channels around the world for tele-learning and tele-medicine.

41-22-731-7078) till the morning of January 16th.

I would greatly appreciate it if I can visit you in the afternoon of
January 11th to describe our projects to you.

(4) We are now start working on the establishment of Global University
System with global broadband Internet in the major regions of our globe;
i.e., Asia/Pacific, North, Central and South America, Eastern Europe and

Jaime will be on vacation in that period, and I will (likely) be on sabbatical leaves.

Jaime will be replaced by Barbara (Wilson) in the period you indicated, so
that you may certainly speak with her (she is on vacations now). I cced
her in this message - but she will check the mail of Jaime anyway.

Leonid (who was in charge of telemedicine) is now retired, and replaced by
Petko (Kantchev) - who will also be in his office in January. He is the
best person you may speak to, and I am ccing him as well.
