I would like to attend, and will be in Washington. I could make copies of the
paper in the latest version available at the date of the conference and bring
copies. I will also post any changes to the website above. I asked if Uri
Bar-Zemer could also attend. Will this be OK?

Good questions, John. We felt education and health were strong allies and key
applications. But of course there are many other worthwhile causes. Surely
libraries could fit in. But where to draw the line? How to police it? How to
avoid institutions turning into de facto ISPs and providing unfair competition
for traditional ISPs? I think we have to limit it to some extent. Hence,
demonstrated need for high bandwidth, in fairly tightly defined education and
health sectors could serve as an Occam's razor. We are not trying to
demonstrate the value of the Internet per se, which is well recognized, but of
what is possible at the higher end once it becomes accessible. Over time the
cost of this bandwidth should fall and in the meantime applications can begin
flourishing, helping build the future demand and providing cutting edge
services at the same time.

Well, for larger users, they could in fact become their own ISPs, especially
if operating off satellite connections. These are getting pretty cheap. Well,
not quite -- someone has to run a hub. Food for thought.

Leland experience could be helpful here. Of course, the best antidote to
outrageously high prices is competition.

Here is where we see this as being a market maker, and therefore perhaps of
interest to the broad bandwith owners. Remember not so long ago when we
proposed providing 64 kb channels to the capitals, lots of people said why
need this when there were minimial dialup connections working all over the
place. But now 64 kb looks like a very thin pipe indeed. We are talking about
the next stage, and allowing poor countries to participate in the Internet 2
revolution before they would otherwise be able to.

I hope so, John, hence submitted the proposal over your website for discussion
as part of your new program. Frankly, we don't have a lot of time to put into
this, and if it is not picked up by the large international players with
staff, we will have to move on and do our own things -- we have to earn a
living.

Thanks a lot for your comments, John. Miss seeing you, but I don't have free
air travel or unlimited time, and have to go where I can get paid or have
reasonable chance of finding new business to justify the expenditure of
personal funds. Of course, you may see opportunities for this, and I'd
appreciate so doing. I am hoping to get to GK 2 in Malaysia as part of my
work for infoDev. Check out our updated (at last) and improving website!
