To Whom It May Concerned:

This letter supports Dr. Katernyak's application for the Small Grants
Competition to Support Partnership Development program of the IREX Consortium
for the Humanities and Social Sciences.

In his country, there is a keen need for a sustained, countrywide system for
distance learning through Internet which will make education more efficient,
accessible, and interactive. His effort is to provide new models for distance
learning not only to residents of Ukraine but also to people in many other
countries in Eastern European region.

Because we foresaw that substantial social benefits would be brought by his
effort in those countries, we invited him and his colleagues to participate in
our Global Lecture Hall (GLH)" videoconferencing on New Technologies and
Distance Education" from Manaus, Brazil (October 21, 1998). It was an
extraordinary historical event with panelists located from Tokyo, Japan to
Lviv, Ukraine, spanning almost 18 time zones. His team demonstrated the
cutting-edge audio/video streaming technology via Internet to those Amazonians
in the middle of jungle, in spite of mere 1.5 Mbps Internet linkage from Lviv
to Warsaw, Poland. We subsequently invited him and his colleague to
participate in our International Workshop and Conference on Emerging Global
Electronic Distance Learning" (Tampere, Finland, August 9-13, 1999), where
they made excellent presentations with CD-ROM on the development of distance
learning in Ukraine.

Basing on these hard track records, we chose Ukraine as the first targeted
country for the operation of the European Regional Group of our Global
University System (GUS) to establish global distance learning system with
global broadband Internet. The other partner members of this European Group
are the University of Tampere in Finland, Open University in the UK, member
universities of the Distance Education Network of the European Association for
International Education in Finland, etc. The other regional groups are in the
Asia/Pacific, North, Central and South America, and Africa.

We now plan to have a small workshop at the Open University in early summer to
prepare workshop/conference on Emerging Global Electronic Distance
Learning/2001" in Ukraine, and if possible, to construct more detailed plan
for European Group operation, e.g., feasibility study, design of infra- and
administrative structure, selection of courseware, etc. Expected results will
be (a) Outline of programs of the workshop/conference, (b) Fund raising
proposal for the workshop/conference, (c) Detailed pilot project proposal of
European Group for major funding.

As the responsible person of our Ukraine operation, we definitely want to have
Dr. Katernyak (and if possible, his colleagues, too) at this workshop at the
Open University.
