Subject: CITI Founders Conference, Intelsat 5 February 2000: Proposal to
Create Global Services Trust Fund

The proposal summarized in the attached webpage was presented to the
Founders' Conference of the [Arthur C.] Clarke Institute for
Telecommunications and Information (CITI) at Intelsat Headquarters on
Saturday, February 5.

There are some photos including one of Arthur C. Clarke who addressed
the Conference from Sri Lanka via video. You can also click to see both
the generic proposal and the special version distributed at Conference.

The proposal was well received by CITI, and we would like one of the
next steps to be the presentation of the GSTF at the GK 2 Conference in
Malaysia next month. We understand that the Bank is working on its
Global Gateway and would like to know whether a proposal of this nature
could be accomodated in the Gateway's evolving framework, with which we
are not familiar, and in general whether you consider that it would be
appropriate to present it in Kuala Lumpur.
