     Global Service Trust Fund (GSTF) project among the activities and
     programs under consideration.  Unfortunately, he could not obtain his
     travel grant from the InfoDev so that it did not produce any results
     from the conference attendees.

(4)  I am very sorry you could not talk with Shahab during the conference --
     well, next time somewhere.

     has been planned to have it in June.

     I am now waiting Ms. Leggitt's reply to our request of Agilent
     Technologies' help -- see "Respectfully requesting Agilent Technologies'
     help - March 16, 2000" at the above web site.

     Once we confirmed the possibility of our demonstrations in Manila, we
     will fix the date of our workshop there.

(8)  The second opportunity of our mtg could be at the workshop of the United
     Nations Industrial Development Organization (UNIDO) in Kuala Lumpur,
     Malaysia in September (thought not definite yet).

     I do not know how far your town is from Kuala Lumpur.

(9)  The third opportunity of our mtg could happen when David Johnson
     materializes his plan for us (he and me) to make a exploratory tour of
     preliminary talks with universities in South Asian countries (e.g,
     Thailand, Cambodia, Vietnam, etc.) for collaboration.

Dear Prof. Utsumi-san:

The Global Knowledge Forum in Kuala Lumpur was a worthwhile trip. I
recognized the Global Service Trust Fund among the list of activities
and programs under consideration. I was a facilitator at the Governance
Tract during the session: Sovereignty in the Information Age. For this
role, I had purchased Richard Rosecrance's book "The Rise of The Virtual
State: Wealth and Power in The Coming Century, the review by Robert
Reich, which you had sent to your list as "Greetings of the Season." I
was not able to meet Shahab Khan; I had sent him an email while in Kuala
Lumpur but he apparently did not access the message until his return.
But we have been communicating regarding Planwel University.

I would like to introduce to you someone whose accomplishments in
"lifelong learning, anytime, anyplace" might be relevant to the efforts
of the Global University System, especially the Asia-Pacific Region
activities. Dr. Vincent Lowe is with the Mahirnet Group of Malaysia and
I mentioned GUS to him. He is very much interested in participating in
GUS activities, and seeing where Malaysia has reached in its economic,
social, and technological advances, I am of the view that their
experiences and visions might be of help to countries in the South.

We will be happy to sponsor the NSF proposal, and we will have UT
representation.  I suggested to David that we have Fadia represent TVU and
UT New College, since she works for me and is a UT employee.  As I
mentioned to David, I think we will have the opportunity to demonstrate a
model Global University partnership, once we launch "New College."  We
anticipate that to happen some time in 2001.
