(2) I am sorry to say that I have following previous invitation appointments in April and May;

(a) 4/6th: Visiting Dr. Federico Mayor, former Director-General of UNESCO,
in Madrid, Spain, -- if available, which is now Marco is checking,

(b) 4/9th to 4/12th: Attending a workshop for our projects in Estonia
and Barcelona with possible fund from European Commission and for Ukrainian colleagues in Sheffield, England,

(c) 4/18th to 4/20th: A keynote speech and a seminar in Cebu, the Philippines

(d) 4/21st to 4/23rd: A mtg in Manila

(e) 4/24th to 4/25th: A seminar in Cavite, the Philippines

(f) Fly to Tokyo to stay for a few weeks and finally back to NYC in the middle of May.

(3) If I could, I wanted to investigate LINCOS (Little Intelligent
Communities) project in Costa Rica after attending the seminar in
Nicaragua in April for our future projects in many other locations,
e.g, Manaus, Amazona, the Caribbean, etc. However, I have to postpone
this desire for the next time due to the above appointments.

LINCOS is a wonderful telecenter project and I would like to emulate
it for our community development projects (including e-learning and
telemedicine, etc.) as much as possible -- since Jim Sheats of HP said
that 4 Mbps two-way digital satellite is only $200/month leasing cost.

I would like to utilize Japanese government's funds and Japanese
manufacturers' equipment for the projects as much as possible --
satellite transponder cost and contents development have to be
done by Americans and Europeans -- this is the essence of our
Global Service Trust Fund (GSTF) project at its initial stage --
Mr. Mori, Prime Minister of Japan has already pledged $15
billion (3 years) to close the digital divide in developing
countries during the Okinawa Summit last July.

(4) By a copy of this msg to Tapio Varis in Finland, our colleagues who
firstly received an invitation from Pedro N. Saenz Arce of your IADB
to the Nicaragua seminar a few weeks ago, I am informing him of your situation.

However, since he has to attend our workshop at Sheffield, England, we
hope that your people will schedule the Nicaragua seminar after the
week of the Sheffield workshop so that Tapio can attend it.

I would greatly appreciate it if you can kindly convey this of our
desire to the person who is in charge of the Nicaragua seminar.
