(1)  Many thanks for your msgs (ATTACHMENT I and II).

(2)  I am very delighted to hear that you received a very enthusiastic
     interest and endorsement of high echelon of your university for your
     project of establishing a Global University System in Central America.

(3)  I am also very glad that you brought up the Caribbean issue.

     During our Strategic Mtg on Fund Raising at PAHO on 10/18th, Bob
     Rodrigues also raised the issue, as saying that PAHO has an office in
     the Caribbean.

     Subsequently, pls feel free to invite interested parties from the
     Caribbean into your group in Central America region, i.e., from Mexico
     to Panama.

     David Johnson then indicated his willingness to work with his UTK to
     make it the counterpart of your group.

(4)  RE: Your Inquiry (b) in ATTACHMENT I:

     Our workshops/conferences (after initial one at Tampere) will be to form
     coalitions (or community) which can be named as  Global University
     System" in the particular region or country.

(5)  RE: Your Inquiry (c) in ATTACHMENT I:

     As Tapio and I raised funds for our Tampere event, you need to raise the
     necessary funds for the workshop/conference for your region, i.e,
     Central America and the Caribbean.  You may need to work with David
     Johnson about this, as Tapio and I did across ocean.

          Kim, Ben and I are now start working on this fund raising for the
          Asia/Pacific region operation.  Ihor, Paul (at Open University)
          and I are also doing the same for the European region operation.

(6)  RE: Your Inquiry (d) in ATTACHMENT I:

     Each locality has unique specialties which we want to cherish, so that
     the programming of the workshop/conference is largely up to you.
     However, the general direction has to go along with the direction of our
     Global University System, i.e., course offering/exchange with broadband
     Internet in the near future, though such can now be started with narrow
     band Internet.

(7)  I am very glad to know of your interest to have a mini
     workshop/conference for the project of your establishing a Global
     University System for Central America and the Caribbean at the same time
     and place as the one for the Amazonian region during the conference of
     UNAMAZ in Bogota, Colombia in next February.  I think this is the very
     good idea.  Pls coordinate about this with David Johnson, though it
     still depends on the reply from Alex Rivas' coordination with UNAMAZ if
     we can have such a mini workshop there in conjunction with UNAMAZ's
     conference.
 
     Should you need any travel funds for your colleagues' attending the
     Bogota conference, you may ask the InfoDev at

(8)  Tapio is now working to incorporate the GUS in Finland with its bylaws
     in Finnish.  I sent him a copy of the bylaws of our GLOSAS/USA which I
     copied from the one of the University of World (with Lord Perry, the
     founder of the Open University, and Dr. Baldwin, President of National
     Technological University, etc. as its board members).  You can find the
     similar one in any of HOW TO book to start your organization.

     The bylaws of our GUS should be very minimum as possible at this stage
     just for his incorporation.  However, the bylaws will be revised from
     time to time as it grows.

     Should you ever be interested in composing it, pls feel free to send me
     your draft for our consideration.

Dear Tak

Had a long tlk with high authorities of Universidad de Costa Rica. Showed
them a copy of the message you send to WHO offitials, describing the GU
coordination role for INTERNET 2, and how this will be done among
countries. They like the idea, and are willing to continue.

Hence, I think time has come to start thinking about the next workshop
I have some questions in that respect

a) Am I going to cover from Guatemala to Panama, exclusively or is the
Caribean going to be included?
b) Is the workshop meant to be a follow up of Tampere, or can we go a bit
farther and start to push for GUCA scheme?
c) What are the finantial sources we have at hand in order to hold such an
event?
d) Is it supposed to be a blend of GLH with a discussion, or should we
concentrate on the specifics: how the different countries will blend, what
is expected from everyone, and so forth?

LAST but not LEAST: you people are planning to meet at Colombia in
February, for the Amazonian. Colombia is a rather cheap place to be at,
and travel expenses to Costa Rica are not that different from those to
Colombia. Wonder if we can aim for TWO meetings simultaneously: Central
America, and Amazonian. We will have in this way the whole Latin America
