about the implementation of distance learning methodology for your human
right and peace keeping programs.

(2) Since you are already using web teaching to thousands students around
the world (in addition to hard copy materials), your desired
enhancements would not be so difficult;

(a) For inexpensive, affordable videoconferencing and audio/video
streaming, pls contact Roger Boston. I am sure that he would be
very happy to assist you as he has been assisting Colette on her
conflict resolution program on ethnic issues in Hungary and Kosovo
with the use of web and various videoconferencing via narrow band
Internet across oceans and national boundaries.

with them.

(b) For those students in remote areas where they cannot get high
speed Internet line for smooth videoconferencing, you may use

web-based computer-mediated conferencing system, FORUM, of Bill Klemm.

(3) BTW, I recall that you will attend the Conference on International Law,
Human Rights, and Refugee Health and Well Being at Kahala Mandarin
Oriental Hotel in Honolulu, Hawaii next week.

This conference is being organized by Dr. Burkle at Tripler Army Medical
Center whom Ben Haraguchi and I visited last spring.

Jeff Addicott of the US Southern Command in Miami, FL is also attending
the conference.

He took me and Myron (your friend) to Bogota, Colombia last July
for preparing distance learning on human right program for
military personnel in Colombia. Jeff has been doing similar work
as yours, but using only hard copy materials. Pls talk with Jeff
at the conference since he may be interested to follow your suit.

you may be interested to visit the web construction I made for the All
China Conference just concluded at Huanggang, Hubei Province:

We were successful in meeting the goals of that conference, which
included my extended teachings of low cost and affordable delivery
systems, and which included the formation of an ALL CHINA organization
dedicated to computer assisted instruction of English using multimedia
and internet connected pc labs.

We had the support of the Hubei Province educational administration and
the Ministry of Education in Beijiing as well.

My host university at Huanggang managed to draw participants from 2/3 of
the provinces in China and we seem to have made a permanent differrence
there. Their president will travel to Texas after the Holidays to seek
stronger ties to the west and there are serious overtures from China
that they are wanting to become a part of the movement represented by
those who gathered in Tampere last August.

I have been made "Senior Advisor" to the new All-China MCALL
Organization,

With your permission I would like to make the introductions between you
and the principals of this newly formed organization -- we may have just
found the opening opportunity to help bring infrastructure and "content"
to more than a billion of the earth's citizens, in my opinion an
extraordinary opportunity, and a great addition to the energies still
flowing from Tampere.
