field of Distance learning in Business
Management and spatially discuss
the next questions:
- What are the demand and the perspectives
in developing new approaches and
courses in Business Education?
- Communication and teaching platforms,
synchronic and non-synchronic
technical means for Electronic
Distance Learning, their adaptation to the
existing learning environment in
Ukraine.
- Video-conferences as an integral
part of DL.

testing, evaluation of knowledge
received, ethics of communication.
- Standards, certification and
licensing of DL in Ukraine.
- International partnerships.
- Electronic technologies for the

This paper was signet by 16 representatives from
organizations and 18- from individuals
which are interesting in Distance
Learning and Tele-medicine Development
in Ukraine. Amongst these
organizations are ISPs (including
UARNet), NGOs (including Universities and
Business Schools) and SMEs. I'm

Partnership for
Distance Learning Development in Ukraine
MEMORANDUM OF UNDERSTANDING
Preamble:
On the International Conference
on Emerging Global Electronic Distance
Learning '99 (Tampere, Finland,
August 9-13, 1999), after Technology Promotion
Center's (TPC's) successful presentation
of the Conception of the distance
learning development in Ukraine,
the decision was made to expand Global
University System in Ukraine, and
the European workgroup (Open University /UK,
Tampere University /Finland and
others) was generated for the distance learning
pilot project development in Ukraine
within Global University System.
The International conference on
"Topical Questions of Innovation Activity
Development in the States with
Transitional Economy" (Alushta, Ukraine,
September 14-18, 1999) supported
and confirmed this initiative to extend
electronic distance learning in
Ukraine on the level of secondary and higher
education, and in staff retraining
systems.
In the interests of mutually beneficial,
long-term collaboration among the
Partner Organizations indicated
above, we have agreed to work together to
develop and strengthen the distance
learning system of Ukraine. During the
negotiations the parties came to
an agreement to sign this memorandum of long
term collaboration among the Partner
Organizations indicated above on distance
learning development on the following
directions:
I. Development of New Technologies in Learning.
A. Promotion of the
new and future technologies of the distance learning
into academic
processes.
B. Collaboration in
the development in networks of informational exchange.
C. First stage: implementation
of distance learning to Partner
Organizations
bachelor's and master's degrees Second stage: expansion of
degree-granting
opportunities through distance learning.
D. Implementation of
distance learning in specialized secondary schools.
E. Partner Organization
participation in and support of the efforts to
establish
a Global University System in Ukraine.
F. Exchange and adaptation
of existing materials and design of new
materials
for distance learning training.
G. Collaborative efforts
to revise the curricula, methodology, and subject
matter
of the distance learning courses.
H. Simulation Business
Game organizing via INTERNET.
I. Experience exchange
and analysis of models of institutional
administration
of distance learning.
J. Opportunities for
faculties and student to study and earn degrees at
international
Partner Organizations within distance learning programs.
K. Periodic conferences/workshops
on distance learning development issues
for faculties
and students.
L. Representatives
of the Partner Organizations perform coordination of
activities
with informational support from Technology Promotion Center
of Lviv
Institute of Management.
II. Formation of the database
for electronic libraries with possible access
to databases
of the international informational consortiums.
III. Comparative Analysis of Academic Accreditation.
A. Comparison of curricular
offerings to determine degree of equivalence.
B. Examination of criteria
and standards of accreditation and quality
assessment.
IV. Relationships between educational institutions and Industry.
A. Collaboration with
Small Businesses, Small Business Support Centers,
Business
Incubators and Technology Parks for retraining and professional
development
matters.
B. Collaboration with
Scientific and Research Institutions for technology
commercialization
matters.
C. Collaboration with
hospitals for Telemedicine and Health Care
development
matters.
D. Collaboration with
ISPs to set up the basis for the incoming INTERNET-2
systems.
E. Collaboration with
Investment Companies and Venture Funds to expand an
information
space and to prepare investment proposals.
V. Close collaboration
with government organizations for a program of the
Nation-wide
Development of Distance Learning in Ukraine.
VI. Creation of a Newsletter
featuring Ongoing Collaborative Activity to be
published
in English and Ukrainian.
It is understood that the activities
described in the Memorandum of Agreement
on "Partnership for Distance Learning
Development in Ukraine" will be
undertaken only as funds become
available. All Partner Organizations will make
sustained efforts to seek funding
to support initiation of distance learning
development on the directions indicated
above.
