(2)  As I informed to you in my previous msg, when we visited IREX office in
     Washington, D.C. on 10/19th, they told us that this program provides up
     to US$10,000 per application.

     They also told us that you can submit your application for the travel
     expenses of your Ukrainians attending our workshop at the Open
     University in U.K. (which is to be held after April, 2000).

     Therefore, I would suggest that you concentrate on it, i.e., use the
     money (up to US$10,000) to bring as many Ukrainian colleagues as
     possible to the Open University.

     colleagues to join in your European Group, and to attend the workshop at

part in IREX Targeted Exchanges Program . My application is
attached to this letter below (Grant application due date:
January 14,2000). April 1, 2000 is earliest grant start date.
This grant I could use for cover my travel expenses on our
Workshop in Open University and for visiting some US institutions.

The selection IREX committee will consider the following
criteria when evaluating applications:
1. The expected impact at local institutions in improving
their humanities and social sciences disciplines (Curriculum
development, Teaching technologies including distance
learning or computerized classrooms, Departmental
administration, Educational services and the market,
International program development
Standardized testing, Community outreach and public relations);
2. Stated need for in-country research or collaboration;
3. Strong host institution letters of support.

Not Applicable at this time - this proposal concerns a project using
English; all the prospective partners are sufficiently competent in English
 

14. PROJECT GOALS AND OUTCOMES: Please list your project's goals and
anticipated outcomes, keeping in mind that the principal outcome
must be to strengthen the humanities and social sciences in
institutions of higher education in Armenia, Azerbaijan, Georgia,
Russia, and/or Ukraine. Attach one additional typewritten sheet of
paper, if necessary.

This project will develop distance learning between Ukraine and
participating schools in Finland, the U.K. and the US. The end
product will be a joint proposal for fund raising which includes a detailed
plan for the Europe Group of the Global University System,
e.g., a feasibility study, design of infrastructure and
administrative structure, selection of courseware, etc.

GOALS:

- To explore a possible solution to the serious problem of the
present widespread lack of awareness of market oriented approaches by
Ukrainian professionals, which partially explains the slowness of
change of the economic system in the Ukraine.
- To implement our proposed solution (which involves a new and
different approach to business education, using distance learning
through the INTERNET, to provide wider and cheaper access, more
rapidly and efficiently, to usable knowledge).
- To use our approach to help to train a core group of business
people, which will guarantee the promotion of  marketing reform in
Ukraine and the NIS.
- To evaluate our approach, particularly as the basis for a
sustained, countrywide Ukrainian system for distance learning through
the INTERNET.

PURPOSES:
* to acquire skills in the administration of distance learning
programs, in teaching technologies and in Web-learning course design,
from participating schools outside of Ukraine;
* to conduct research and analysis of education environments,
existing methods of distance learning and technical possibilities;
* to develop collaborative proposals for a feasibility study, the
design of infra- and administrative structure, selection of
courseware, etc.

PROPOSED PROCEDURES:
* visits to administrators of distance learning departments at the
participating schools;
* holding seminars and collaborative workshops in Ukraine;
* attending relevant conferences;
* meeting and collaborating with instructors in Project Management
courses;
* collaborative work with experts/designers of Web-learning courses
with their mirror system in Ukraine;
* conducting a short research project;
* constructing joint proposals for partnership and fund raising;
* holding a workshop at Open University in the U.K. for discussing
the above.

* University of Tampere (Finland),
* Open University (U.K.),
* Distance Education Network of European Association for
International Education at University of Art and Design - Helsinki (Finland),
* Consortium for Affordable and Accessible Distance Education (CAADE)
at GLObal Systems Analysis and Simulation Association in the U.S.A. (GLOSAS/USA).

15. PROJECT PRODUCTS: Please list the products that will result from
this grant. Products can include, but are not limited to, new course
curricula, university outreach programs, textbooks, draft articles
for publications, research reports, or collaborative proposals for future projects.

*    Research report and collaborative proposals for Distance Learning
     Development in Ukraine, particularly for Project Management courses.
*    Plan, program and fund raising proposal for the workshop/conference on
      Emerging Global Electronic Distance Learning/01 in Ukraine".

POSSIBLE FUTURE PROJECTS WITH IREX:
(1) for establishing partnership relations with educational
institutions in other countries for the two-way international exchange of
knowledge, professional experience, managing and technical know-how.
(2) for the dissemination of new curricula over affordable Internet
as developing international partnerships in social science, business,
and in cultural understanding and exchange. Also, for expanding the
Global University System in Ukraine and developing a network of
centers for technical and informational support in all regions of  Ukraine.
