(2)  I am very glad to know that you fixed the date of your mini-workshop to
     be held in March, 2000, in Manila.

(3)  Pls coordinate this mini-workshop with us.  Pls have a mtg with Art,
     Herman, Ralph and Victor.

(4)  This mini-workshop (for 2 to 3 days) is;

     (a)  to introduce our GUS project to your people,

     (b)  to discuss about the pilot project proposal -- see
          <http://www.friends-partners.org/GLOSAS/Tampere_Conference/Final_Report/Pilot_Project_Proposals/Asia_Pacific/infoDev_Proposal_Form.html>,
          which was prepared by Kim Obbink,

     (c)  to learn from your people about,

          1.   current status of distance learning and telemedicine
               (including the delivery infrastructure),

          2.   their need in the future, particularly when a broadband
               Internet will be available,

     (d)  to present what can be (or will be) available from North America,

          1.   via narrow-band Internet and ISDN, etc., i.e., through
               currently available telecom infrastructure,

          2.   via broad-band Internet when it is available,

     (e)  to discuss and plan the theme and program of the larger
          workshop/conference (as to the follow-up to our Tampere event --
          for 3 to 4 or 5 days) to be held in Tokyo where ASEAN country
          people will jointly work;

          1.   to formalize the draft of the pilot project proposal at
               <http://www.friends-partners.org/GLOSAS/Tampere_Conference/Final_Report/Pilot_Project_Proposals/Asia_Pacific/infoDev_Proposal_Form.html>,

          2.   to make the feasibility study, action plan, etc. to realize
               the project of establishing domestic and international
               distance learning and telemedicine,

               a.   firstly, via the currently available narrow-band Internet,

               b.   in the near future, via the proposed broad-band Internet,

          3.   to configure administrative and business schemes,

          4.   to construct joint funding proposals,

     (f)  to plan joint fund raising for the larger workshop/conference in Tokyo.

     If this much can be done at your mini-workshop, it would be splendid.

(5)  Referring to Item (4)-(d) above, we plan to bring appropriate people
     from North America (US and Canada) in order to meet with your need which
     your people will present in Item (4)-(c)-2.  This means that we have to
     select those North American people before-hand, according to the
     information of your need.

     Kim Obbink is willing to submit her travel grant application for those
     selected people to the US/NSF which has already indicated their
     intention to receive Kim's application.  (If there is Canadian interest
     in this project, Kim may do the similar to Canadian governmental agencies.)

     Since those grant application takes time, we would greatly appreciate it
     if you can kindly inform me your preliminary need to aid my selection of
     those North American people to attend your mini-workshop, at your
     earliest convenience.

          Pls start to contemplate on your composing the travel grant
          application to the NSF.  Do you think this time frame is feasible
          from your previous experience with NSF?  Pls let me know if not.

     echocardiograph) demo between Manila and your hospital.

(7)  Pls inform me the current capabilities of your infrastructure,
     particularly on the speeds of your Internet access and of ISDN line.

(8)  Pls let me know if you have Hewlette-Packard made echocardiograph
     machine -- if so, we may be able to get a videoconferencing bridge from
     HP free of charge.

I would appreciate it very much if everybody of this mini-workshop take their
action promptly, since there is not much time left.

Dear Tak,

I'm sorry I haven't been able to get in touch earlier.  The final schedule
for the 5th Meeting of the Regional Working Group on Satellite
Communication Applications, UNESCAP is 24-26 May 2000.  This means that the
mini-workshop may have to be held earlier, say March 2000.

I'm asking Dean Teresita Barcelo, Faculty of Health Sciences, UP Open
University, to coordinate this mini-workshop with you.  i have been unable
to closely coordinate this given the other activities I have to attend to.
However, i shall involve myself as much as I can in this undertaking.  I
shall also participate in the workshop.  To the extent possible, my office
shall provide the necessary assistance to Dean Barcelo.

I have earlier sopught a meeting with our colleagues at U.P. Manila, but we
have so far been unable to get together due to difficulty in schedules.
Dean Barcelo, however, will find it easier to get the people all together
to discuss the details of the workshop since they all stay at UP Manila
campus.  I shall join them in their meetings.

Tak, please communicate with Dean Barcelo regarding this workshop. I shall
appreciate, however, if you keep on sharing information with me as we proceed.

Like I said in my last msg, I have been unable to work fast on the proposed
mini-workshop in Manila.  There are too many things to attend to at the
moment.

I have requested Dean Teresita Barcelo, Faculty of Health Sciences, UPOU,
to coordinate this activity on my behalf.  My office shall provide her all
the necessary assistance.  May I also correct the e-mail address of Dean
Barcelo, which I sent you last time, as follows: tbarcelo@iconn.com.ph, or,
sdemla@mozcom.com.

Through this msg, I'm also requesting Dr. Art Pesigan and Dr. Herman
Tolentino to also get in touch with Tita Barcelo.  Other individuals that
shall be involved in this activity from the UPOU end are Drs. Roderick
Ofrin and Lolit Suplido.  I shall be participating in the preparations and
actual conduct of the workshop to the extent that I shall be able to.

Tak, kindly correspond with Dean Barcelo, and just let me in on the
updates.  I shall contribute whatever I can, through the UP Manila Group,
in the planning process.

conference in telemedicine here in Manila next year. I will try to get in

however, I hope that he will get in touch with me about meeting with FSUN
members so that we can participate in this conference here also.
