     knightship into the Legion of Honor by the French Academy of Letters in
     Paris.  You have well deserved this honor with your dedicated public
     service at UNESCO for many years, and particularly, with the
     organization of the highly successful conference on the future of higher
     education which was held last year in Paris.

     We are proud of having you as the Vice President for Administration of
     our Global University System and as one of our listserve members.

Tak, I have printed out this long paper of Dias in French, but before I
try to send you a translation you must tell me what kind of use you wish to make of it.
BECAUSE the e-mail has left out, not only all of the accent marks
above letters, which are essential for accurate translation of French,
it has also left out the letters below the accent marks.!
That is, as if the sentence I just sent to you came through like this:

BCAU he email has let ou, not onl al of th accnt mark agov
lett, whi are essnetal for accura tranlaton of..."

So a translation adequate for transmission to others is almost impossible.
If you just want to read it yourself, I can send you a rough translation.
He tells why he enjoys French music, he tells about his favorite child
book when he was age 12...etc, so maybe all you really want is a
translation of the last section about UNESCO? I will of course provide
you with what you request, but I need to know for whom it is intended.
