Although not definite yet, we are talking with John if his university
can be the administrative center for the African Region operation of our
Global University System project.

During our Tampere event, Lane and Ken agreed with my suggestion to make
the enhancement of the Leland program as the US/Japan joint project
which John's msg of ATTACHMENT II referred to Lane's deliberations which
Lane promised to me during our Tampere event. We hope that our Canadian
colleagues and governmental agencies will participate in our Global
University System project which will be headed by Tapio Varis as the
Acting President.

(8) We regret that we could not have enough time to invite many outstanding
distance learning institutions in Canada to our Tampere event.

FSUN/Tokyo office is now organizing a workshop which will be a follow-up
to our Tampere event and will be held in Tokyo next April (or May).

The Japan International Cooperation Agency (JICA) has already indicated
their willingness to support the workshop.

Asia Development Bank in Manila has also indicated their support for
this event and project.

Marco was the main organizer of the World Conference on
Higher Education (WCHE) held in 5 to 9 October, 1998 in
Paris with more than 4,000 attendees from all over the
world, as setting the vision and action of the higher
education in the 21st Century.

Looking into the future, we believe that the distance learning and
healthcare would need broadband Internet, especially wireless (including
digital satellite) broadband Internet to reach remote/rural areas in
developing countries.

This subsequently requires huge investment which can come only from
governmental sources, -- hence our attempt to create the Global Service
Trust Fund (GSTF) -- see "Global University Background Documents" at the web site of the above (10)-(a).

In order to appeal to the government of G7 countries, we are now forming
Global University System, a coalition of regional groups in the
Asia/Pacific, North, Central and South America, Europe and Africa -- see
Proposed Outline of the Global University System Structure" at the web
site
of the above (10)-(a).
