I am extremely delighted to hear that you have now received the
grant
application form of the Grass Root Fund" from the Japan Embassy in
Pakistan.

I am also very happy of your request to coordinate on this matter,
in
relation with our Global University System project.

Pls send me all of the copies of your correspondences with the
embassy,
application form and its guideline, etc., so that I will figure out
how
to proceed on this. This is because Japanese government
bureaucrats are
very specific with the guideline.

We can work on it via email, and after finalizing it, you, as the
grantee, will submit the application to the embassy. I and my
Japanese
colleagues in Tokyo will then follow it up when your application
goes up
to the Japanese Ministry of Foreign Affairs in Tokyo through the
embassy
in Pakistan for their final decision.

(2) Dear Electronic Colleagues in developing countries:

As I mentioned in my previous msgs, this fund will provide up to
US$100,000 to non-profit organizations (particularly, those in
start-up,
small, fledgling ones) in developing countries.

Should you be interested in it as following the Shahab's suit, pls
let
me know. I have a list of eligible countries which I received from
the
program officer at the Japanese Ministry of Foreign Affairs in
April of
1998. I can check the eligibility of your country from this list.

If eligible, you will then approach the Japanese Embassy or
consulate
nearby to your location to get the application form as Shahab did.

Dear Professor Tak

I know you are at this stage terrribly busy with the InfoDev report that
has
to be submitted.

Nevertheless, I hope you would find time to squeeze in one small
request. You
may kindly recall that you had advised me to contact the Embassy of
Japan for
the Grass Root Fund. Well, I did and now they have sent me an
Application
form to fill in and send.

You have very kindly included our project in the GLobal University
System
project in Asia and hopefully the project, under your dynamic leadership
and
relentless efforts will soon become operational.

I would, thefore, like to request you that for start up funds required
to
commence our kick off activities under the policy and planning of GUS,
in what
areas and for what specific activities should we request for funds so
that it
is coordinated with the oveall plans of GUS and, in particular the
programmes
of the Asia/pacific region in which we are located.

I would be much obliged for your assstnace and guidance as we want to
make
sure that our request for funds to the Embassy of Japan concides with
the
objectives and requirements of the GUS.
