(1)  During the Hoso-Bunka Foundation mtg held just prior to
the annual
     conference of the International Institute of Communications
(IIC) in
     Tampa, FL last month, John Eger and I presented our Global
Service Trust
     Fund (GSTF) project -- about 5 minutes each.  The attendees
were mostly Japanese.
     I then had a privilege of doing the same during the session
on distance
     learning -- only for one minute.
(2) I then distributed the materials on this GSTF to about 50 attendees.
     As you might have noticed in my previous list distributions,
I am
     getting a very good and enthusiastic response to our projects.
(3)  Because of time constraints, John and I could not form
an Invitation
     Committee to select/solicit world leaders for the proposed
Global Summit
     to be held by Joe's [Arthur C.] Clarke Institute for Telecommunication
     and Information (CITI) in Washington, D.C. in the middle
of next year.
     However, I was very delighted to hear of the willingness
of Mr Matti
     Packalen, President & CEO of Alma Media Corporation in
Finland and the
     President of the IIC to become a member of the Invitation
Committee --
     particularly for selecting/soliciting the delegates from
European countries.
     He is a good friend of Tapio Varis and his firm kindly
supported our
     highly successful Tampere event last year.
          He will also help Tapio on the incorporation of our
Global
          University system in Finland.
(4)  JP Huang also indicated his willingness to serve as a
member --
     particularly for selecting/soliciting Chinese echelons.
He is attending our 10/19th TechNet Seminar on GSTF at the InfoDev.
(5)  Marco Antonio visited Federico Mayor, former Director
General of UNESCO,
     in Madrid, Spain on 9/24th.
Marco met Tapio during the Newropean Congress on 10/5th to 7th in Paris.
Tapio subsequently requested me to draft up a letter to Federico on;
(a) Inviting him to be a Trustee member of Global University System (GUS),
(b) Indicating him to be invited to the Global Summit.
I will draft up this letter -- hopefully prior to my trip to Manila on 10/23rd.
          BTW, Marco is now working to get a license of NGO
status for our
          GUS under auspices of UNESCO.
(6) David Johnson also requested me to draft a letter to George Soros.
(7) ATTACHMENT II below is the list Joe suggested recently.
ATTACHMENT III is the list Joe's previous suggestion.
ATTACHMENT IV is my previous suggestion.
(8)  During my stay in Tokyo from 11/6th to 11/11th, I will
visit Japanese
     echelons for briefing the current status of our GSTF project
and
     possible invitation to their attendance at the Global Summit.
(9)  Since Joe will allocate only 90 minutes for the summit,
and if we assume
     10 minutes each for the invitees' talk (including moderator's
     introduction, etc.), we cannot have many to invite.
Subsequently, I would propose;
          a.   2 from USA,
          b.   1 from Canada,
          c.   2 from Europe,
          d.   2 from Japan,
          e.   1 from Brazil/Latin America,
          f.   1 from China.
     With this limitation, I would say that the selection would
be the first
     and foremost importance now.
(10) Our immediate next steps would then be;
     (a)  To conduct a highly successful presentation at the
InfoDev on
          10/19th so that its subsequent action would be the submission
of
          our grant application to them for creating the GSTF,
(b) To have a brainstorming session to narrow the targeted invitees.
(c) To start preparing the summit in DC.

Format for Summit Meeting
     The meeting would last no more than 90 minutes. The format
would be
highly scripted.  There would be a multi-media presentation on
the purpose,
goals and five years objectives of the GSTF.  Organizations that
have made
commitments to support the GSTF would be highlighted in this presentation.
This would, in particular, cover satellite service providers that
had
committed to making 1% to 5% of their capacity available to support
the GSTF,
equipment suppliers that had made substantial commitments to supply
or supply
at highly discounted prices (earth stations antennas, transceivers,
satellite
radio receivers, computers, monitors, digital telephones, etc.)
and
tele-education, tele-health or aid organizations that had made
substantial
commitments to participate in and use the resources of the GSTF
(including
their own pledge of resources or in-kind participation).
     There would then be presentations from the key organizations
that have
made the most important commitments.  There would be a copy of
vision speeches
that address where we might go from here.  These might be made
by such
individuals as Jimmy Carter, Andrew Young, the Secretary General
of the UN,
etc.
     The meeting would be followed by a high profile press
conference that
would announce the formation and nature of the GSTF. Arthur C.
Clarke might be
invited to participate via satellite relay to talk about his initial
vision of
the "electronic tutor" and how the GSTF might be able
to accomplish some of
the goals he had envisioned some 2 decades ago.
