His previous msgs told me that he devised a scheme in such a way that

K-12 schools in St. Thomas Island in the Caribbean can have broadband
Internet with spread spectrum wireless technology free of charge, and
the expensive $45,000/month leased T1 line at 1.5 Mbps to Washington,
D.C. is subsidized by the charge to industrial communities.

We would like to emulate this scheme for the community development in
our regional activities of the GUS in various developing countries.

He also performed many similar set-ups in Africa for U.N. projects.
