(11) Slide 17 is the "WorldSpace Satellite Constellation"
and Slide 18 is the
footprints of their three satellites -- one of which has
already been in use
for Asian countries. I understand that the Vietnamese have
already been using it.
This is a digital broadcasting satellite. The receiver
is a Yagi
antenna and a card into a PC at $200/unit.
WorldSpace provides 5% of its capacity for humanitarian
projects
free of charge and SATELLIFE in Massachusetts now uses it
over Africa
for telehealthcare and health informatics.
You may be interested in using it for your distance learning.

I was concerned what a lady who sat next to you said that
most of your
students are still using 28.8 Kbps modem -- although I know
that your
country is a pioneer of analog satellite distance education
with the use
of Palapa satellites, you may need to transform it to affordable
and
accessible asynchronous web-based education via broadband
Internet for
outreach learners.
In the US, the usage of such analog satellite distance
education
has been declining to one third of the once peak-time
usage. Also,
broadband Internet gives you more readily the interactivity
which
your paper emphasized for the advanced distance learning.
