(11) Slide 17 is the "WorldSpace Satellite Constellation" and Slide 18 is the
footprints of their three satellites -- one of which has already been in use
for Asian countries. I understand that the Vietnamese have already been using it.

This is a digital broadcasting satellite. The receiver is a Yagi
antenna and a card into a PC at $200/unit.

WorldSpace provides 5% of its capacity for humanitarian projects
free of charge and SATELLIFE in Massachusetts now uses it over Africa
for telehealthcare and health informatics.

You may be interested in using it for your distance learning. Pls feel
free to contact D.K. Sachdev.

What a shame I did not recognize you when we sat next each other at the
luncheon table!! My record says that we did indeed meet at the
Electronic Information Exchange System (EIES) of the New Jersey
Institute of Technology on 7/28/87!! I must have certainly been getting
quite OLD since then!!

(14) I read your very interesting paper "The Issue of High Technology and
Human Touch in Open Learning and Distance Education" out of the CD-ROM
of the AAOU conference.

Pls let me know if our wireless and satellite broadband Internet project

I was concerned what a lady who sat next to you said that most of your
students are still using 28.8 Kbps modem -- although I know that your
country is a pioneer of analog satellite distance education with the use
of Palapa satellites, you may need to transform it to affordable and
accessible asynchronous web-based education via broadband Internet for
outreach learners.

In the US, the usage of such analog satellite distance education
has been declining to one third of the once peak-time usage. Also,
broadband Internet gives you more readily the interactivity which
your paper emphasized for the advanced distance learning.

particularly, LINCOS project which can provide 4 Mbps at
