(3) As mentioned in them, we are now planning to initiate an English as a
Second Language program via Internet.

The initial target of this program will be Japanese businessmen who need
to enhance their speaking English for business negotiation.

This pilot project is to combine the Japanese cutting-edge wireless
mobil Internet (e.g., DoCoMo's iMode at 128 Kbps for 24 hours/day for 7
days/week) and laptop/notebook (e.g., SONY's PictureBook) technologies
with the advanced web-based education platform and content of North America.

As mentioned in its Chapter II, we have made many Global Lecture Hall
(GLH)" multipoint-to-multipoint, multimedia, interactive
videoconferences raging from Korea, New Zealand, Japan, to Russia,
Ukraine, Brazil, etc. for over the past dozen years. I would like to
include clippings from the tapes of those videoconferences into my book.

(7) I would like to respectfully inquire you if your firm would be
interested in participating in our ESL program.

Your demonstration of DVD-ROM was very impressive, as to be a combined
use of DVD-VIDEO for downloading large files of video/audio from a DVD
disk in a laptop, with Internet connection at 56 Kbps for up/downloading
mostly text-oriented information from web site.

One of Chinese students of David's ESL course mentioned that his course
was very interesting since it taught not only English language but also
the culture of Canada -- see ATTACHMENT III of my listserve distribution
of December 16th mentioned above. I think that this is the key of
teaching language.

I often test Japanese youngsters with a quiz What is 'Red-Coat'?"
and American who studied Japanese with "What is 'Kyo no Gojyo no
Hashi no Ue'?" They passed my test if they answered with
"Tea-Party in Boston" for the former and Ushiwakamaru and Benkei" for
the latter -- the latter is a part of a famous story for Japanese
children about a duel between a young Ushiwakamaru and Benkei
(like David and Goliath) over a bridge of the 5th Avenue in Kyoto.

I think that your DVD-ROM can effectively provide this part of culture
with ample video and audio, as supplementing narrow-band Internet, -- as
you said last night.

As mentioned last night, if your DVD-ROM can be hooked with Bob's
TK3 electronic book format, it would be wonderful. We may
approach Apple and Microsoft for their designing drivers for this purpose.

Dr. Tak Utsumi,

Although I am not a teacher, nor an English teacher, I have been deeply
involved in English education for the Japanese youngsters in Japan, through
the use of telecommunications technology, notably videoconferencing.
This technological environment gives the learners of other languages a very
effective immersive opportunity to get used to "communication" with other
cultures, and eventually learn the language quite quickly.

My current network of such cultural exchange extends to BECON, Broward County
Education Communications Network, Florida, MakeITWork, NYC Board of
Education, Fair Lawn Schools, NJ, to name a few.

I am still trying to extend further network, and am willing to collaborate
with your project of ESL for the Japanese, if there be any that I can do
for you.

Therefore, please try to include me for your project, in which I can develop
my expertise of videoconferencing and telecommunications as well as
English skills.
