University in Nigeria (ATTACHMENT III) in response to the announcement
of Global Telecommunication University by the International
Telecommunications Union (ITU) some years ago.

a Global University System/Nigeria.

Dear Tak,
Thanks for the sustained interest and responses. We are slowly but surely
building the necessary conditions and constituences for some of the ideas we
have been discussing. Unfortunately, Nigeria was not one of the Leland
countries on account of our previous Military dictatorship. However, having
been a consultant to the Leland's alter ego, the UNDP's Afican Internet
Initiative, there are residual threads that we can pick up and develop. I am
off to South Africa today Friday for a week and will be back in Abuja, Nigeria
by the 10th. I will check my mail form time to time, but please fill free to
contact Paul Kalu if you need more information. We will surely meet when I
retrun to NY. Thanks again for the contacts and sustained interest. We can DO

Our department of Electronic and Electrical Engineering has a well
established Communication Engineering Division which has been actively
involved in teaching and research in telecommunications for about 25 years.
Our department served as training center for candidates from other African
countries under the AINSTI (UNESCO) programme.
We also have close research links with reputable international
telecommunication establishments such as INTELSAT, COMSAC in the USA,
Communications Research Centre, Canada, the International Centre for
Theoretical Physics (ICTP), Trieste, Italy, etc. Our University was the
location of the joint Radiometric Measurement of Rain Attenuation on
Earth-space link. The radiometric project was carried out in collaboration
with INTELSAT, COMSAC and our University together with the Nigerian
Telecommunication Plc, as part of the ITU radiopropagation measurement
campaign in Africa. I served as the Project Coordinator.
In view of the above, I shall be interested in participating in future
deliberations on the Global Telecommunication University. In addition, the
Obafemi Awolowo University will also be interested in taking part in the
Global Telecommunication University.
