Dear Takeshi:
I hope you are well. I am writing to inquire about your possible
interest in a
new project I am working on. It is a follow-up to the book I edited
back in
1990, Contemporary Issues in American Distance Education. Having
recently been
approached by a publisher with an invitation to prepare a Handbook
of American
Distance Education, I have decided to develop a new book based
on (a)
revisions of the Contemporary Issues chapters written by the same
authors, (b)
new material from authors who have recently published in The American
Journal
of Distance Education, and, (c) new material from others involved
in distance education.
It has been ten years since Contemporary Issues was published,
and as we all
know, many changes have occurred, beginning with technology and,
in turn,
impacting pedagogy, institutional organization and policy. What
I would like
to do is to revisit the issues covered in the earlier book and
revise and
broaden the coverage of them in light of these recent developments.
The
questions that were asked then are still relevant today, i.e.,
what is the
current state of distance education in America; what, in particular,
do we
know that is based on evidence from reasonable empirical research;
and what
further research is needed in light of the changes that are occurring?
My hope is to bring the work of emerging, as well as established,
scholars
from the full range of areas and disciplines that form the theory
and practice
of distance education. Your presence among this select group would
be greatly
appreciated and I look forward to hearing your (hopefully) positive
response
to this invitation.

My name is Christine Maxwell. I am the Vice Chairman of the Internet
Society (http://www.isoc.org).
At this time I'm the Editor in charge of compiling a discussion
paper for
UNESCO on the broad theme of Universal Access and bringing into
focus the
key challenges and solutions - particularly in the context of
developing countries.
I would like to ask you whether you would be interested in
giving the
Internet Society permission to compile some of your statements
on relevant
technology development issues into the Internet Society's document
- (with
proper, full attribution of course.) What I would like to do
is
integrate some of your work into the discussion paper - then come
back to
you show you and ask for your input/approval/permission ...
I understand that you are involved with the proposal of the
Sir Arthur C.
Clarke Institute for Telecommunications and Information Institute
on a
Global Service Trust Fund (GSTF) for Tele-education and Tele-health
(international e-rates)...In this particular paper, UNESCO are
looking to
the Internet Society to provide them with more input on the critical
issues of Internet Infrastructure, community networks for educational
means, tariffs and internet taxation in particular... So I would

appreciate your personal input in this regard.

What do you believe are some of the innovative ways in which
developing
countries can build their network so that it will be the most
suitable for
extending existing infrastructure while at the same time contributing
as much
as possible to "nationally-defined universal service aims."
What should ISOC's practical suggestions be for increasing Internet
infrastructure build-out and use in developing countries?
Note:
A key challenge for developing countries is building the necessary
infrastructure to enable citizens to capture the full social
and economic
benefits of the Internet...The role that the Internet Society
itself can
play (and already does so) is to increase as much as possible
the capacity
for technical expertise in developing countries by training personnel
in
relevant information technology.
