Dear Marco:
===========

(1) It was my great pleasure to have met with you during our Manaus workshop
from May 31st to June 2nd. Your attendance helped our conduct of the
workshop a great deal.

As reference, my previous listserve distributions on my trip to
Manaus and Roraima are;

1. "Brief report about our Manaus mini-workshop on 5/31st to
6/2nd" dated June 4, 2000 and

2. "Brief report of my visit to the University of Roraima on
6/3rd" dated June 6, 2000

both of which can be retrieved at the index.

(2) Prior to our workshop, you attended the board mtg of UNAMAZ.

You told me that the board decided to establish centers of excellence at
selected universities among its members, e.g., environment, healthcare,
promotion of entrepreneur, etc. The UNAMAZ's next mtg will be at
Caracas, Venezuela from November 26 to 29, 2000.

You then inquired me if our Global University System (GUS) can help them
to interconnect the centers with broadband Internet.

(3) The deployment of broadband Internet requires substantial amount of
effort and fund. For this, I would suggest that this project should be
enlarged to have interdisciplinary and multi-lateral participation of;

(a) UNAMAZ:

a consortium of 77 universities (including the University of
Roraima, the University of Suriname, etc.) in 8 Amazonian countries,

Alexandre Rivas, Ph.D.

(b) PanAmerican Federation of Associations of Medical Schools:

a consortium of 386 medical schools around Latin American and the
Caribbean countries,

Dr. Pablo Pulido

(c) Brazilian Association of Distance Learning:

Prof. Dr. Fredric Michael Litto

(d) Distance learning universities in Latin America and the Caribbean:

Prof. Dr. Fredric Michael Litto

(e) Pan American Health Organization

Robert J. Rodrigues, M.D. and Mrs. Maria Alice Roschke

(f) United Nations University of Peace in Costa Rica:

Tapio Varis

(g) Global University System:

Tapio Varis, Marco Antonio R. Dias, Tak Utsumi

(h) Arthur C. Clarke Institute for Telecommunication and Information (CITI):

Joseph N. Pelton

(4) I would then propose that a brainstorming mtg is to be held in Caracas,
Venezuela, prior to (or after) the UNAMAZ board mtg to discuss the fund
raising for the feasibility study of deploying and installing broadband
Internet among selected universities in Latin American countries.

(a) Possible funding sources:

1. The InfoDev of the World Bank,

Carlos Alberto Primo Braga

2. Inter-American Development Bank,

Francisco Evangelista Vieira, etc.

(b) Draft of fund application:

1. Alex Rivas' pilot project proposal,

<http://www.friends-partners.org/GLOSAS/Tampere_Conference/Final_Report/Pilot_Project_Proposals/South_America/infoDev_Proposal_Form.html>

2. Alex Rivas' PowerPoint slides presented during Manaus workshop,

3. User requirement,

Prof. Dr. Wilfried R. Roseval of the University of Suriname

Item 1 above is already in the InfoDev application format. Alex
may add the user requirement as refining his presentation. Prof.
Roseval may also add his description of the user requirement, as
we discussed in Manaus.

This draft application can be the main document for our brainstorming.

(c) Purpose of the brainstorming mtg:

To finalize the draft of the fund raising application for the
feasibility study of deploying and installing broadband Internet
among selected universities in Latin American countries. The
target areas on the use of the broadband Internet are distance
learning and healthcare. The content development should also be
considered for its effective use.

Dear Pablo:

(5) It was certainly my great pleasure to have met with you in New York on

May 22nd. We were sorry to miss you at our highly successful
mini-workshop in Manaus, Amazona from May 31st to June 2nd.

(6) I would like to respectfully inquire if you and your colleague may
kindly be able to accommodate the aforementioned brainstorming mtg (say,
2 or 3 days) in Caracas, Venezuela, prior to (or after) the UNAMAZ's
board mtg on November 26 to 29.

(7) During our mtg with you in New York, I greatly appreciated your cordial
invitation to visit you and your colleague in Caracas, Venezuela this summer.

We may discuss on the preparation of our brainstorming mtg.

Dear Fredric Litto, Maria Roschke and Wilfried Roseval:

(8) It was my great pleasure to have met with you in Manaus.

I would greatly appreciate to have your suggestions and comments to the above.

Best, Tak
