(5) Incidentally, Dr. Colin Power just retired as Assistant Director-General
for Education. He provided us with his videotaped greeting for
our Global Lecture Hall (GLH)" videoconferencing in July, 1994 which
was conducted from the University of Tennessee/Knoxville (UTK) to
connect with an international conference on distance education held in
Moscow. It was very successful as broadcasting to many countries -- the
University of Milan in Italy saw it and published it widely later. Alex
Rivas (now in Manaus, Amazona, Brazil) witnessed it at the UTK and
enacted it during our GLH in October 1998 and in our Manaus workshop
last May. Fred Litto of the University of Sao Paulo saw it while he
attended the Moscow conference.

Dr. Power was one of strong supporters of our project since then -- to
introduce our project to Dr. Federico Mayor, then Director General of
the UNESCO who then provided us with his videotaped greetings for our
GLH in October, 1995 from Ohio University, which connected with an
international conference on distance learning in Costa Rica, and also a
greeting during our Tampere event last August.

(6) Those high level officers' involvement enabled us to obtain many
INTELSAT satellite transponders free of charge (commercially worth at
several tens thousands dollars) under the auspices of Project ACCESS
(formerly Project SHARE) which Joe Pelton (one of our GLOSAS board
members) once initiated while he was at the INTELSAT.

(7) Subsequently, I strongly urge that you follow Paul's suggestion to apply
for the positions at the UNESCO.

changed quite a lot and old faces will leave to be replaced by new staff. I
think those new senior staff will need briefing about the Global University

UNESCO's main objective is to contribute to peace and security
in the world by promoting collaboration among nations
through education, science, culture and communication.

The newly elected Director-General has launched a process of
change within the Organization so that it may more effectively
respond to the challenges of the twenty-first century. To this
end, he is building his senior management team and wishes to
recruit a suitably qualified person to a key position at UNESCO
Headquarters in Paris, France. Applications are therefore invited

Assistant Director-General for Education

Main responsibilities

Under the authority of the Director-General, the incumbent will
provide leadership in the overall management of the Education
Sector. He or she will be responsible for the overall formulation,
planning and coordination of UNESCO's strategy, programmes and
plans of action in this field. This will include: reinforcing national
capacities in terms of policy formulation, reform and diversification of
education systems, and adaptation of educational contents and methods
through a combination of formal, non-formal and distance education
approaches, with a view to meeting the challenges of the twenty-first
century; supporting in particular the efforts of countries whose
education systems are in crisis, notably through strategies aimed at
reaching out to all those excluded from education; encouraging
partnerships at national and international levels with non-governmental
organizations, the private sector and civil society at large, in support of
the public authorities' efforts to ensure quality education for all and for
the follow -up to the major international education conferences held
during the last few years; fostering exchange of information,
dissemination of best practices and establishment of networks of
institutions and experts. The incumbent will coop erate closely with
Ministries, Permanent Delegations to and National Commissions for
UNESCO, institutions and United Nations system bodies concerned,
multilateral and bilateral agencies, NGOs, etc., with a view to furthering
the purposes of UNESCO in these areas. The incumbent will also
cooperate closely with his/her colleagues responsible for the other
programme sectors of the Organization in order to ensure unity of
purpose, strengthen synergies among the different sectors and develop
intersectoral activities in response to pressing problems of development
and environment. He or she will represent the Director-General in
specialized commissions of the governing bodies of UNESCO, as well as
at intergovernmental and ministerial conferences.

Qualifications and experience

- Advanced university degree, preferably at doctorate level, in a field
related to education.
- Extensive professional experience in senior executive positions in one or
more fields covered by the UNESCO Education Programme, including
substantial assignments at regional and/or international level.
- Several years of exposure to the requirements of international
cooperation and proven familiarity with the work and activities of the
United Nations system organizations and other international
organizations in the field of education.
Demonstrated ability to direct processes of change at the substantive
and management levels within large institutions of national or
international scope.

He or she should also possess:

- Proven managerial skills.
- Excellent communication skills.
- Excellent command of written and spoken English and French - the two
working languages of UNESCO - with excellent drafting ability in one of
them, and a good command of the other language.

Competencies

The incumbent should be able to demonstrate the following competencies:

- Build, lead and motivate a team of senior and mid-level managers, in a
multicultural setting.
- Determine and convey a clear strategic direction, including
interdisciplinary dimensions, and set clear programme priorities.
- Translate strategy into sustainable action, and effectively plan,
mobilize and manage resources to deliver expected results.
- Conduct high -level negotiations at international level.

Terms and conditions

The post is at grade ADG common to the United Nations system,
with a salary in a range of $106,000 (without dependants) -

Main responsibilities

Under the authority of the Assistant Director-General for
Social and Human Sciences, the successful candidate
will be responsible for the overall formulation, planning
and execution of the programme of the Division. This
will include: elaborating UNESCO's programmes and
plans of action related to the promotion of peace, human
rights, democracy and tolerance; planning and
coordinating research and educational activities in these
fields; and developing further international cooperation
programmes aiming at the promotion of human rights. The
incumbent will cooperate closely with United Nations
system organizations, regional organizations, training and
research institutions, NGOs and other human rights

Qualifications and experience

Dear dr. Utsumi,

I am very grateful for your permanent support and for everything you are doing.

After we left Manaus, I did not stop. I chaired a meeting in Belo Horizonte
on teacher education with the participation of Spanish and Brazilian
Universities. Coming back to Paris, I represented UNU in a meeting in UNESCO
and went to Canary Islands to participate in discussions on cooperation
projects in the Ibero-american space.

The week starting tomorrow, will also be very hard. I will assist the rector
of UNU in a meeting on the follow-up of the WCHE the next three days and, on
wendnesday I will go to Brazil to spend three days with my mother.

My father passed away three days ago. I will spend the first week of July in
Argentina (a course for universities administrators organized by the
Interamerican University Organization) and will make a speech in Spain in an
international meeting. I will be back to Paris on 9th July.
After Manaus meeting, I had a series of contacts (with Seixas Louren·o and
others) to colaborate in the improvement of the situation of UNAMAZ.
