As mentioned in it, the date of our Manila workshop has been postponed
to early next year, upon the suggestion made by Kim.

She is now submitting her travel grant application to the US National
Science Foundation for Americans to attend the workshop.

Without this fund, no Americans can attend the workshop. Therefore, it
would be wise to decide to set the exact dates of the workshop after
hearing from Kim the result of her application.

(4) It would be our great honor to have Dr. Cantos as the General Chairman
of your workshop. However, Dr. Cantos may be very busy to handle
mundane matter of workshop arrangements by himself.

Therefore, I would inquire if you would agree that Dr. Cantos is to be a
figure head as General Chairman, and you will be a liaison person
between your people in the Philippines and us in the US with the title
of Deputy General Chairman.

If Dr. Jesus Perez can handle those mundane matters and has enough
time to communicate with us, it would be just fine to have him as
the General Chairman.

We need to list in the web site of the workshop, a person in the
Philippines for contact from the outside world. You would be the
best person, and hence need a some title.

Pls let me know your opinions about this matter ASAP. Thanks.

(5) This workshop is to kick-off our JOINT project of establishing a Global
University System in the Philippines.

We are then happy to JOINTLY raise necessary funds, firstly for the
workshop, and later for the subsequent follow-up project which will
further be defined during the workshop basing on Kim's original proposal
which can be retrieved in;

Therefore, pls go to ANNEX I of the above (5)-(b) which is the
Tentative Schedule of Mini-workshop," and come up your budge sheet
since we cannot estimate the local costs -- which can be a rough
estimate at this stage. Pls send it to me ASAP, since we firstly need
to have a rough magnitude of the fund to be raised.

(6) As for the necessary equipment for our telemedicine and Internet
videoconferencing, pls check the availability of the followings;

(a) Sonos (formerly Hewlett-Packard) 5500 echocardiogram:

As mentioned in it, this unit will be loaned by Agilent Technology.

Pls check if those commercial firms have sales rep offices in
Manila. If so, they may be very willing to loan the unit for this occasion.

(c) ISDN line at 384 Kbps:

Victor Ching may know an appropriate person who handles this line
and may be able to help you. Pls contact him anyway and let me know.

Pls find out the ordinary overseas phone call per minutes from the
Philippines to the US -- which you may know from your phone bill
of calling your children in the US.

(d) Internet access:

Pls find out the speed of the Internet line at the demonstration site.

(7) Although not certain yet, I may be attending the 14th Annual Conference
of The Asian Association of Open Universities at The University of
Philippines/Open University Manila, Philippines, 25-27 October 2000" to

Pls then reserve your dates in the week-end of 10/28th to 10/29th (or to
30th). Pls also inform this possibility to the people at the St. Luke's
College of Medicine.

Subject: Finally got an answer from St. Luke's

Dear Tak -
You will just have to forgive this long delay in answering you. I
understand your concern and anxiety but finally we had a board meeting of
the St. Luke's College of Medicine last Wednesday and discussed the
telemedicine mini-conference. Here is the feedback -

1) Yes, we will be happy to be the venue for the mini-conference here at
the St. Luke's College of Medicine and will do all we can to make it
successful. The board noticed that we have four conferences during the
month of October, the last one being a Harvard conference - so we would
like to suggest the month of November, 2000, to be the month of the GUS
telemedicine conference. Please correspond with Dr. Arsenio Cantos,
President of the College of your choices of dates in November. I am
declining the General Chairmanship of the conference since I have nobody to
ask to help me, not even a secretary, now that I am retired. I would
strongly suggest that you request Dr. Cantos to be the General Chairman
since he has the whole College of Medicine under him. The dean of the
College by the way is Dr. Jesus Perez and he can help a lot also since the
whole faculty and staff is under him.

2) We are not in a position to spend money and have no funds at all -
although we will contribute the facilities, the faculty and staff to insure
the smooth flow of the three-day meeting. So we hope that you are able to
raise the necessary funds that will be needed for this conference. This a
rather bad time for the Philippines, economy-wise and you will have to look
elsewhere for funding. Our share will be the venue for the conference, the
utilities (lights, people to help,) etc.

3) Being a very new facility we do not have the equipment you will be
needing for the demonstrations so I am praying that the people who have
helped you in the past will be able to assist you provide the equipment
needed for the demonstrations that will be part of the program. The Makati
Medical Center has tried to do this broadband telemedicine broadcast but
was never successful - they ended up with just voice communication which is
not a good show for broadband video broadcast (a successful part of your
Tampere conference.)

This is all I can tell you at present. Please correspond with Dr. Arsenio
Cantos both by email, post office mail and/or long distance calls (if at
all possible) so that you can make the final plans for this conference. I
am embarassed that it took so long but then I was away and could not help
during my absence. At the same time the College of Medicine administration
was reluctant to make any commitment until we could have a board meeting of
the trustees of the medical college and get their go-ahead signal.

I hope all is well with you and your wife and that you are enjoying the
summer too in spite of your very busy and hectic schedule. I salute you,
dear Tak, for the magnificent effort you are putting into this fantastic
endeavor and pray for your continue success. My email at home is still on
