Greetings from Vienna.
I am pleased to inform you that the above Workshop will be organized
jointly by this Office and the Government of Malaysia for the benefit of the
developing countries in the Asia Pacific region and hosted by the Ministry of
Science, Technology and Environment for a five day working period from 20 to
24 November this year.

This Workshop will be targetting professionals and specialists in
information and communications technologies (ICT), systems managers and
planners, university educators and researchers from developing countries. The
Workshop will cover a range of issues of Internet delivery via satellite. In
particular, it will focus on new possibilities for broadband satellite
services to provide, among other things, Internet broadcasting and interactive
delivery. The main objective of the Workshop will be to address the ways in
which these new, still evolving technologies can be made available to
developing countries.

The Workshop is also aimed at exposing participants to the opportunities
of narrowing the widening gap in the area of ICT (or so-called "digital
divide") through the value-added services of the satellite and stratospheric
systems. Emphasis will be placed on applications to telemedicine and
telehealth, tele-education and distance learning.

In this connection and on behalf of the United Nations, it is my
pleasure to invite you to deliver a comprehensive presentation on the status
and prospects of Global University System (GUS) initiatives with particular
emphasis on your projected activities in the Asia-Pacific region and role you
envisage satellite technology will play in the pilot projects of GUS. The
objectives and a number of elements of this Workshop can be found in the
Information Sheet and draft Programme which are attached for your attention.

Bridging the Digital Divide: Space Technology Solutions

Kuala Lumpur, Malaysia, 20-24 November, 2000

1. Background

At its fifty-fifth session, held in June 2000, the United Nations
Committee on Peaceful Uses of Outer Space approved the activities of the
United Nations Space Applications Programme for 2000. The above Workshop is
being co-sponsored by the United Nations in cooperation with the Government of
Malaysia, for the benefit of the developing countries in the Asia Pacific
region. The Workshop will be hosted by the Ministry of Science, Technology
and Environment.

2. Dates of the Workshop: 20-24 November 2000

3. Location: Kuala Lumpur, Malaysia

4. Objective:

The Workshop will review the status and projected directions of Internet
delivery via satellite with special emphasis on (i) current and future
developments of Internet via satellite market in the Asia Pacific region, (ii)
backbone Internet satellite trafficking, (iii) local user access, (iv) remote
and rural Internet services, (v) GEO-, MEO- and LEO broadband satellite
systems, (vi) high-altitude long-endurance stratospheric platforms, (vii)
content delivery issues, (viii) applications such as telemedicine and e-learning, (ix) development of regional and international cooperation.

5. Programme of the Workshop

The programme of the Workshop will include, but not be limited to the following topics:

- status and prospects of the satellite-based Internet market in the Asia Pacific region;
- geostationary and non-geostationary Internet delivery systems for developing countries;
- Internet broadcasting platforms;
- content delivery platforms and issues;
- interactive local access: hybrid and satellite-based solutions;
- stratospheric broadband telecommunications systems;
- case studies and project proposals for applications of
telemedicine and distance learning in the Asia Pacific region.

6. Qualification for participation

Participants should have a university degree in satellite
communications, electronic engineering, telecommunications or broadcasting and
should have gained several years of professional experience in the field of
communications. Participants should be in positions of managerial/decision
making responsibility at institutions dealing with telecommunications/broadcasting.

7. Language of the Workshop

Applicants must have a good knowledge of ENGLISH, which will be the ONLY
working language of the Workshop.

8. Selection of participants

Participants will be selected jointly by the sponsors of the Workshop
>from nominations submitted by the governments/institutions of developing
countries to the United Nations.

9. Deadline for submission of nominations

Two copies of the completed nomination form, properly endorsed by the
applicant's agency/organization, should be submitted through the Office of the
Resident Representative of the United Nations Development Programme in the
applicant's country, to reach the Office of the United Nations Expert on Space
Applications, Room E 0945, United Nations Office at Vienna, Vienna

U.N. backs space technology to help Third World

VIENNA, Austria (Reuters) - The first United Nations space conference since
the end of the Cold War called on Friday for better use of satellite
technology to boost the economies of developing countries and former communist states.

The conference agreed on a range of points from improving satellite-based
weather forecasting to setting up a voluntary U.N. fund to pay for
implementing its recommendations.

Member states and organizations should strengthen the peaceful use of space,
"taking into particular account the interests of developing countries and
countries with economies in transition," a communique agreed by some 3,000
delegates from around the world said.

The fund was proposed by the "Group of 77" developing countries and China,
which argued it would be meaningless for the conference to make plans on their
behalf but not have the resources to implement them.

"All member states are invited to support the fund financially or in kind,"
the communique said.

Algeria's ambassador to the United Nations in Vienna, Mokhtar Reguieg, said
space technology applications such as water management could help close the
gap between rich and poor countries.

"Space technology and techniques are crucial for the socioeconomic development
of countries," he said.

Arif Mehdiyev, director general of the Azerbaijani National Aerospace Agency,
said the U.N. Space Program on Space Applications should be expanded to help
countries in transition restore their economies.

"International and national organizations of developed countries should
display more understanding of the problems of the countries in transition," he
told the conference.

The conference, which follows similar meetings held in Vienna in 1968 and 1982
before the Cold War ended, was opened on July 19 by U.N. Secretary General Kofi Annan.

He called for developing countries to profit more from space technology,
noting that although the telecommunications industry is worth an estimated $1
trillion per year, a third of the world's population has never made a telephone call.

On another hand, the iCSF program usually does not support isolated
individuals but rather a group of individuals from developing countries. The
way it works is that iCSF receives proposals from Conference organizers
organizing ICT-related conferences. The proposal should contain a description
of the conference with planned activities and a list of selected individuals
>from developing countries that infoDev would support. If evaluated
successfully the proposal is funded and infoDev supports travel and perdiem
expenses for the selected individuals from the developing countries. Once the
conference is over, we then organize an online discussion with the
participants in order to follow-up with the knowledge gained.

So unfortunately I am afraid we will not be able to help you for the moment.
But I would invite you to consider those guidelines and to keep track of the
infoDev web site. Should you have any other relevant activities as a
conference organizer, I would invite you to submit a proposal as soon as the
call for applications is posted.

Naturally I stay at your disposal for any other information you may need. I
